ACDC Board Meeting

The ACDC (Atchison County Development Corporation) Board Meeting was held November 8, 2017.
Present were: Lori Seymour, Lydia Hurst, Eryn Stepp, Bob Alldredge, W.C. Farmer, and Craig Corken. Monica Bailey and Carol Clark were also present.
Minutes: Hurst moved to approve minutes as presented. Corken seconded and all approved.
Financials: Alldredge moved to approve financials as presented. Hurst seconded and all approved.
• Corken made a motion that authorized signers and signature cards be updated to include the current president (Seymour), vice-president (Corken), treasurer (Alldredge) and executive director (Bailey), as per ACDC bylaws. This would apply to all ACDC accounts, listed below. Hurst seconded, and all approved.

• Bailey presented a draft of the 2018 budget. After discussion, Farmer moved to approve the budget as presented. Corken seconded and all approved.
Director Report–
• The 2017 Business Improvement Grant cycle has been closed, after awarding nearly $9,000 in grants. Future Business Improvement Grant fund details were discussed. Hurst motioned that ACDC allocate $10,000 to the Basic Grant program in 2018. Farmer seconded, and all approved. The Basic Grant, a 50/50 matching grant, will reimburse up to $1,000 on eligible projects, and business are eligible to apply every third year. Applications will be accepted via mail in 2018, postmarked on January 2 or after, and will be considered in order they are received on a monthly basis until $10,000 has been awarded.
• Careers on Wheels was held October 13. Twelve different businesses/organizations participated with eight career paths (ag, construction, home health, IT sales, towing service, wind industry, law enforcement, utilities) represented.
• Bailey attended the fall MEDC conference and presented as a part of an economic development sales tax panel, sharing how Atchison County utilizes the economic development sales tax locally.
• Business celebrations: two in the last two weeks – 7th Heaven Convenience Store and Ella&Grey.
• Outlaw wind project update: development schedule supports a possible construction start in 2019, with a targeted commercial operation date of 2020.
• #ShopAC night will be held Thursday, November 16. Around 25 businesses are participating. A “passport” will be used this year and each business will mark off when a customer comes in on Shop AC night and again when a purchase is made November 16-30. Each action earns an entry in a drawing for one of several gift certificates to AC store of the winner’s choice.
• Great Northwest Day at the Capitol will be held February 6-7.
Director Report–
Old Business
• The annual meeting was discussed. Though the overall message was outstanding, attendance was down. The group will consider alternate times of the year to schedule the meeting and discuss at a later date.
New Business
• Board discussed the fundraising efforts of City of Tarkio to raise $5,000 for the purchase of new folding chairs at the community building. Alldredge motioned to contribute $1,000. Corken seconded and all approved.
• Farmer advised board members he had been approached by Roger Livengood regarding possible purchase of the office building ACDC currently rents. Livengood said he had had an offer and wanted to give ACDC first option. Consensus by the board was that ACDC decline the offer to purchase.
Executive Session: Corken moved and Alldredge seconded to go into executive session. Farmer motioned, Stepp seconded, and all approved to return to regular session.
Meyer moved and Melvin seconded that the meeting adjourn. All approved.
