The Commission met Tuesday, April 3, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Monthly department reports were reviewed and approved by the Commission.
Presiding Commissioner Livengood presented a request from Monica Bailey, ACDC Director, to appoint Tim Taylor, City of Rock Port, and Ryan Kingery, City of Fairfax, to five-year terms on the Enhanced Enterprise Zone Board. South District Commissioner Burke made a motion to appoint Mr. Taylor and Mr. Kingery to the EEZ Board as requested. North District Commissioner Quimby seconded the motion. Presiding Commissioner Livengood called for further discussion. There being none, a roll call vote to appoint Tim Taylor and Ryan Kingery to five-year terms on the EEZ Board were as follows: Quimby – yes, Burke – yes, and Livengood – yes. Terms will begin immediately through March, 2023.
Clerk Taylor reported that all polling locations were open and everything was running smoothly.
There being no further business, the commission adjourned.

Susette Taylor, Clerk of the Commission, was attending the 2018 Farm Bill Summit as a member of NACo on the Rural Agriculture Committee.

At 9:00 a.m. bids for renting 11.5 acres of hay ground at the landfill and 67 acres adjacent to the nursing home were opened and read. There was only one bid received from Mark McKenney at a rate of $28 per acre for three years. North District Commissioner Quimby made a motion to accept the bid. South District Commissioner Burke seconded the motion. Presiding Commissioner Livengood called for further discussion. There being none, a roll call vote to accept the bid from Mark McKenney was as follows: Quimby – yes, Burke – yes, and Livengood – yes.
At 9:15 a.m. bids were opened and read for bat exclusion, attic cleanup and re-insulation of the courthouse. Maintenance Supervisor Greg Beck was present for the bid opening. There was only one bid received from Critter Control, Kansas City, Mo. The bid included a three-phase process to complete the job. Phase #1 – Bat exclusion and exterior repairs, $9,400.00; Phase #2 – Attic clean-up of droppings, remove debris from attic and clock tower, deodorizing of attic space, $11,175.00; Phase #3 – Replacement of insulation with a thermal acoustical pest control insulation that is environmentally sensitive, $9,387; for a total bid amount of $29,962. The bid included a bid bond and certificate of liability insurance. After complete review of the bid and specifications, South District Commissioner Burke made a motion to accept the bid from Critter Control. North District Commissioner Quimby seconded the motion. Presiding Commissioner Livengood called for further discussion. There being none, a roll call vote to accept the bid was as follows: Burke – yes, Quimby – yes, and Livengood – yes.
