Atchison County Commission

The Commission met Tuesday, April 17, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Road and Bridge Supervisor Adam Meyer reported that SEMA had completed the final audit of DR 4200 due to heavy rains in September of 2014. All work was completed in 2015 but they are just now completing their audits due to other disasters.
MoDOT contacted Supervisor Meyer about Bridge #2080004 which is currently on the BRO list. The commission agreed to leave the bridge on the list at this time. Supervisor Meyer will complete the documents for Presiding Commissioner Livengood to sign.
Clerk Taylor reported that former SB-40 Board Secretary Kathy Herron has turned over all the minutes from the SB-40 Board stating that the entire board has resigned and requesting the commission appoint a new board. The commission has reviewed the statute for guidelines of the appointments and spoke with legal counsel and the State Auditor’s office to ensure the appointments are made according to requirements. A potential board has been comprised and letters will be sent by the clerk to see if the appointment will be accepted. If accepted the commissioners will make the formal appointments to form and re-organize the board.

Road and Bridge Supervisor Adam Meyer reported that the state bridge inspection found a deficiency of Bridge #2320008 that required closure of the bridge. This bridge is in the Tarkio Special Road District and they contacted the county to see if the county bridge crew could do the necessary repairs. It was inspected by Leon Reed, Bridge Supervisor, to see what was needed. The county has the necessary supplies to complete the repair as needed. The commission agreed to allow the county department to do the repairs as needed if approved by the Tarkio Special Road District. An estimated cost will be provided to the Tarkio District for their approval before work begins.
The commission met with Jim and Teresa Hickok who reside at 464 Rainbow Drive in Rock Port. They requested permission to place a small temporary storage unit behind their home which will extend over onto county property. This property does not intrude on the hay ground and is currently maintained by Mr. and Mrs. Hickok. The commission visited the site and spoke with the neighboring landowners. All are in agreement that this will be allowed as long as the unit is not a permanent structure. An agreement between the county and Mr. and Mrs. Hickok will outline the details.
Mr. Jim Crawford, University of Missouri Extension was in to visit with the commission to see if they would have any concerns about a full-time nutrition specialist being placed in the Atchison County office. Mr. Crawford stated that he had already discussed this with the Extension Board, and all of them felt it would be a great benefit to the county. The commission agreed and had no concerns about a new position. Mr. Crawford will relay the message to the University.
The commission met with Mr. Todd Burrus, vice-president with George K. Baum & Co. His focus is on tax-exempt general obligation, lease purchase and revenue issues supported by property tax, sales tax or user fees for Missouri school districts, cities and counties. The commission, as it looks to the future, had questions about how improvements within the county can be made and financed. No particular project is being planned at this time. This was just a general discussion about future financial decisions.
A Road Safety Assessment project worksheet for Atchison County was completed and submitted to the Northwest Missouri Regional Council of Governments. The RSA sites will be presented to the Transportation Advisory Committee at an upcoming meeting.

Be it remembered, that the Atchison County Commission unanimously approved the following:
Effective April 19, 2018, there is hereby established an additional revenue line item to the current “Domestic Violence Victim Fund.”
The additional revenue line item shall be named “surcharge pursuant to Section 488.607 RSMo.”
The County Commission orders the Atchison County Circuit Court and the Atchison County Associate Court to collect a surcharge of $4per case for each civil court.
Funds collected from this surcharge fee shall be deposited with the Atchison County Treasurer into the “Domestic Violence Victim Fund.”
Expenditures shall be in accordance with Section 488.607 RSMo.
A copy of this order shall be delivered by the County Clerk to the County Treasurer, Circuit Clerk and the Associate Circuit Court
Vote was as follows: Presiding Commissioner Livengood – yes, North District Commissioner Quimby – yes, South District Commissioner Burke – yes.

The Commission met Tuesday, April 24, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Road and Bridge Supervisor Adam Meyer, was in to report that they had completed the demo on the excavator and would like to move forward with the state approved bid to purchase. The commission will discuss on Thursday after reviewing the budget.
Todd Schuler, lead auditor for the Atchison County audit, was in to visit with the commission and reported that they are almost complete and should be done by the end of next week. A final audit report should be issued in the middle June. He reported that they may have a few suggestions, but Atchison County continues to be one of cleanest audits he oversees.
The commission reviewed and approved the agreement between Jim and Teresa Hickok and the County. The signed and notarized agreement will be on file in the Clerk’s office.
