The Commission met on Tuesday, August 30, 2016. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Curtis Livengood called the meeting to order.

Collector Diane Livengood was in to visit with the commission about department matters.
The commission reviewed details related to setting the 2016 AG Rock Levy – The following was approved by the voters of Atchison County in 2014. Since that time the commission has implemented .50 cents of the approved $1 per acre. Fifty cents continues to generate enough revenue to cover the shortfall of the sales tax.
On the 13 day of May, 2014, the following, among other proceedings were had, viz:
We, the Commissioners of the County of Atchison, the State of Missouri, in and for said county, DO HEREBY CERTIFY TO Susette M. Taylor, Clerk and Election Authority of Atchison County the following issue to be placed on the August 5th, 2014 Primary Ballot for the following: To seek approval from the voters within Atchison County for levying and imposing a tax pursuant to subsection 1 of section 231.444 RSMo.
COUNTY OF ATCHISON PROPOSITION I
Shall the County of Atchison be authorized to levy and impose a tax on all real property in the county which is classified as agricultural or horticultural property at a rate not to exceed one dollar ($1) per acre for a period of 10 years from the date which such tax is first imposed, with all the proceeds of the tax to be placed in the “Special Road Rock Fund” and used solely for the purpose of purchasing road rock to be placed on county roads within the boundaries of the county?
The above issue was passed by the voter of Atchison County on August 5, 2014.
The 2016 AG Levy RATE will be .5000. This rate will be applied to every AG Acre in Atchison County and be used solely for rock.
Motion was made by South District Commissioner Richard Burke to set the 2016 AG Rock Levy at .50 cents for 2016. North District Commissioner David Chapin seconded the motion. Presiding Commissioner Curt Livengood called for discussion, there being none, a roll call vote to approve the AG Levy at .50 cents for the 2016 tax billing was as follows: Chapin – yes; Burke – yes; and Livengood – yes.
Crystal Woodring was present to introduce Mike Eaton, Maintenance Supervisor for the Atchison County Group Home. Also present with her were Bridget Stoner and Cody Miller, current residents of the home. Mrs. Woodring stated that Bridget and Cody were interested in doing volunteer work if the County had anything available. County Maintenance Supervisor Greg Beck stated that he would have some jobs that they could assist with. The Commission approved allowing them to assist when needed and it would be coordinated through Mr. Beck.
Maintenance Supervisor Beck stated that he was not going to be able to have the snow removal blade installed on the county pickup, because the design does not allow for a blade to be attached.
Emergency repairs beside the front steps from the street to the courthouse were discussed. Supervisor Beck reported that Davis Concrete looked at the project and said he could do the needed repairs for approximately $2,500. South District Commissioner Richard Burke made a motion to approve the emergency repair as needed with Davis Concrete doing the work. North District Commissioner David Chapin seconded the motion. Presiding Commissioner Curtis Livengood called for further discussion, there being none, a roll call vote to approve the repair was as follows: Chapin – yes; Burke – yes; Livengood – yes.

The Commission visited with Sheriff Martin about departmental matters. The Commission inquired about using the department’s 4-wheeler for snow removal if needed. Sheriff Martin had no problem with using the 4-wheeler.

ACDC Director Monica Bailey requested a new appointment to the Enhanced Enterprise Board to fill the unexpired term of Pat Martin. After discussion, Richard Burke made a motion to appoint Steve Klute to represent the Tarkio School District. The motion was seconded by Curtis Livengood. There being no further discussion, a roll call vote to appoint Mr. Klute was as follows: Chapin – yes; Burke – yes and Livengood – yes.
Sean McGonigle, Risk Manager with the Missouri Association of Counties Workers’ Compensation trust was in to visit with the Commission and presented the 2016 Experience Modification for cost of claims to Atchison County. He also reported that some of law enforcement officers are utilizing the online university for POST Certification, as well as presented the courses available for the third quarter at no charge to the county.
Mike Rhinehart, MoDOT stopped in to visit with the Commission.
Road and Bridge Supervisor Adam Meyer reported that he met with Jason Garst to discuss the repairs needed to a road listed in their assessment report and they are reviewing a plan for the needed repairs.

Sandy Marr met with the Commission to request the use of the Courthouse steps for the annual Domestic Violence Awareness Ceremony on October 5 at 6:00 p.m. The Commission approved the request.
The Commission reviewed the real estate purchase agreement between, Jerry Brown, Inc., and the County of Atchison for 2.43 acres to relocate a county road on the Atchison/Holt County line. The contract was prepared by County Attorney Brett Hurst. Following review of the document, the Commission requested Clerk Taylor to forward it to the Holt County Commission to review and present to Mr. Brown.
A request from Monica Bailey ACDC Director to appoint Ashtin Paris to the Enhanced Enterprise Zone Board was presented by Clerk Taylor. North District Commissioner David Chapin made a motion to appoint Ashtin Paris to fill the unexpired term of Michael Goins to represent the City of Rock Port. The motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to appoint Ashtin was as follows: Burke – yes; Chapin – yes and Livengood – yes.
At 10:00 a.m. 2017 fuel bids were opened and read. Bids were as follows: Younger Oil – Westboro Barn only – .4 cents over margin; Rock Port Oil – Rock Port Barn only – .6 cents over margin and MFA – .10 cents over margin. South District Commissioner Richard Burke made a motion to accept all three bids with MFA supplying the Fairfax Barn. Motion was seconded by North District Commissioner David Chapin. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to approve the 2017 fuel bids was as follows: Burke – yes; Chapin – yes; and Livengood – yes.
At 10:15 a.m. 2017 propane bids were opened and read. There was only one bid for propane. MFA Oil bid .879 fixed price for 7,000 gallons. Richard Burke made a motion to accept the bid as presented. Motion was seconded by North District Commissioner David Chapin. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to approve the 2017 propane bid was as follows: Burke – yes; Chapin – yes; and Livengood – yes.
August 2016 add-ons and abatements were approved as follows: Additions to the tax books: 2014 – $289.15 and 2015 – $1,838.07. Abatements from the tax books: 2015 – $54.80.
