The Commission met on Thursday, July 21, 2016. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curtis Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
At 9 a.m. Presiding Commissioner Livengood opened the 2016 Board of Equalization to finalize the 2016 Property Tax Books.
Clerk Taylor administered the oath to the board and read the 2015 minutes.
There being no formal protests scheduled by the deadline, the board approved the non-formal changes as requested by the Assessor and the 2016 books were finalized.
Presiding Commissioner Livengood called for the Commission to resume regular session.
The Commission reviewed a memorandum from MoDot Bridge Division in regards to Bridge #524004. The Bridge Division in Jefferson City has evaluated the bridge and found it to be sufficient for no posting requirements.
There being no further business to come before the commission, the commission adjourned.

There were no additions or abatements from the Real Tax Books in June.
Mary McAdams with the Northwest Missouri Industries was present to share concerns with the commission about the possibility of losing their contract with MoDOT for providing janitorial services at the rest areas. For 29 years, MoDOT has contracted with Missouri Sheltered Workshops, and only Sheltered Workshops, for the janitorial services at rest areas. This year MoDot has decided to open the bidding for this job to private businesses. If these contracts are lost to private bidders, approximately 175 jobs for Missourians with the most severe disabilities will be lost. Due to this loss of income from these contracts, there will be sheltered workshops that will be forced to close.
Presiding Commissioner Livengood reported that he had been notified of this concern and had already contacted Representative Allen Andrews. Representative Andrews understands the concern and is working to contact members of the MoDOT Commission but has been met with opposition that has made it very frustrating. He reported he will continue to make these concerns known with his colleagues.
Clerk Taylor reported there was an open seat on the Enhanced Enterprise Zone Board for City of Fairfax since Greg Beck is no longer on the Council. South District Commissioner Richard Burke moved to appoint Fairfax City Clerk Melissa Gilpin. North District Commissioner David Chapin seconded the motion. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to appoint Melissa Gilpin to the EEZ Board was as follows: Burke – yes; Chapin – yes; and Livengood – yes.
