Regular Meeting
The City of Tarkio Board of Aldermen met on Tuesday, August 9, 2016, at 5:30 p.m. at City Hall in Tarkio. The Pledge of Allegiance was conducted. Mayor Darrell Wiley called the Public Hearing to order. Visual roll call was done by City Clerk Becky Jones: aldermen Mike Klosek, Scott Poppa, Ed Hunkins, and Andy Riley were all present.
Mayor Wiley asked if anyone had any comments on the tax rate to be set for 2016. Someone asked what the rate was going to be. Clerk Jones addressed the question. In 2016, the tax rate will be 1.7630, and in 2015, the rate was 1.7509. There is an increase of 0.0121 per 100 dollars evaluation. There being no further questions, the hearing was closed.
Mayor Wiley called the regular meeting to order. Besides the aldermen, Mayor Wiley, and Clerk Jones, others present included: visitors – Carl Riley, John Driskell, Dusty Slemp, TJ Slemp, Bill and Teresa Smith, Mike Shaw, Christine Conn, Jason Conn, Gayle Kennedy, Jason Campbell, Ruth Campbell, Mike Klosek, Sr., Blu Dow, Mrs. Tyson Gibbons, and Terry Slemp; and city employees – Chief Tyson Gibbons, Police Officers Wes Lopez and Adam Stanton, and Park Superintendent Kevin Bennett. No visitors asked to speak.
The aldermen were asked to approve the minutes from the regular meeting of July 12, 2016, as distributed. The minutes were approved.
Tabled from the July 12, 2016, meeting, a dicussion took place at this meeting on commercial vehicles traveling/parking in the residential area as well as truck parking and routes. Mayor Wiley read the survey final totals and 89 votes called in, 11 yes to allow and 78 no to not allow. Many comments were made by visitors present and from the board and mayor. Riley made a motion to keep the ordinance in place that addresses trucks being in the residential area. The motion died for lack of a second. There was discussion that there did not need to be a vote taken if it is to stay as is.
The aldermen discussed Blue Valley Public Safety, Inc.’s $2,985.28 to repair the siren at City Hall and be radio controlled. Riley made a motion to repair the siren. The motion passed.
Mayor Wiley read BILL NO. 192.16, ORDINANCE NO. 179-16 AN ORDINANCE LEVYING A TAX UPON ALL OF THE TAXABLE PROPERTY IN THE CITY OF TARKIO, MISSOURI, FOR MUNICIPAL PURPOSES FOR THE YEAR 2016 FOR THE PURPOSE OF PAYING THE ORDINARY AND CURRENT EXPENSES OF SAID CITY, INCLUDING GENERAL FUND FOR THE PURPOSE OF CARRYING ON THE CITY GOVERNMENT AND PAYING THE EXPENSES OF SAID CITY GOVERNMENT; INCLUDING LIGHTING OF PUBLIC STREETS AND ALLEYS; AND FOR THE FURTHER PURPOSE OF LEVYING A TAX FOR THE YEAR 2016 UPON ALL TAXABLE PROPERTY IN SAID CITY FOR THE PURPOSE OF PROVIDING FOR THE MAINTENANCE AND IMPROVEMENTS OF THE PUBLIC PARKS OF SAID CITY; AND FURTHER PROVIDING FOR THE COLLECTION OF PENALTIES ON DELINQUENT TAXES. Hunkins made a motion to approve BILL NO. 192.16, ORDINANCE NO. 179-16. The motion was seconded and approved.

Street repair at 3rd and Main Street was discussed. Bid estimates were received by Mr. Quimby from J & E Concrete for $1,700.00, Jim Smith for an estimate of $1,850.00, and Jason Brown for an estimate of $2,500.00. Poppa made a motion to take the low bid of J & E Concrete for $1,700.00. Klosek seconded the motion, and discussion was held on the sidewalk being put in as handicap assessable. Quimby reported he did not bid it for handicap assessable. Poppa rescinded his motion and the matter tabled until next month.

Reports
Ed Hunkins – Tarkio Volunteer Fire Department. Hunkins spoke with the Fire Chief and the report should be done soon on the ISO rating for Tarkio. It should be lower and insurance rates for homeowners should be lower.
Michael Klosek – Administrative Buildings. Klosek reported the ceiling in the hallway was looked at by Mr. Vietz and he could do the job for $600.00. There needs to be a dehumidifier put in the upper floor of City Hall. The porch at the Community Building is continuing to buckle. Klosek made a motion to have an independent audit while the fiscal audit is being done. The motion was seconded and approved.
Andy Riley – Tarkio Street Department. More tree removal has been taking place, one at 410 N. 7th. The intersection at 7th and Park streets is now a 4 way stop. Also, a yield sign will be put at the North and South side of the intersection of 12th and Elm. The sidewalk policy implemented years ago allowing residents to receive funds back from the city when the replacements are done was an item of discussion. Riley made a motion to budget $600.00 per year and give three residents $200.00 each to help in their replacement of their sidewalk. The motion was seconded and passed.
Scott Poppa – Parks and Pool. Poppa reported that the pool is closing on August 14. The Tarkio Rotary Club is applying for a grant and a discussion was held of whether the club would give a donation, if the grant is received, to help with the pool in getting an additional large umbrella, an approximate cost of 2 to $3,000.00.
