The City of Tarkio Board of Aldermen met on Tuesday, September 13, 2016, at 5:30 p.m. at Tarkio City Hall. The Pledge of Allegiance was conducted. Mayor Darrell Wiley called the Public Hearing to order. Roll call was done by City Clerk Becky Jones: aldermen Mike Klosek, Scott Poppa, Ed Hunkins, and Andy Riley were all present. City employees present were Jessie Payne, Chief Tyson Gibbons, Officer Adam Stanton, Park Superintendent Kevin Bennett, Street Superintendent Jamie Quimby, and Attorney Robert Sundell. Visitors present were Bill and Teresa Smith, Gary Riley, Mary Lou Knepper, Billie Schneider, Carol Hoeppner, Dale Hoeppner, Rosalee Seymour, John Driskell, Mike Klosek, Sr., and Jo Haer.
The Public Hearing was conducted for the possibility of “REZONING OF BLOCK 2, ORIGINAL TOWN OF TARKIO, BETWEEN 1ST AND 2ND, AND BROAD AND MAPLE STREETS, FROM R-2 GENERAL RESIDENTIAL TO B-2 GENERAL BUSINESS DISTRICT.” The Public Hearing was also conducted for the request of “VACATING TEN (10) BY ONE HUNDRED (100) FEET OF THE NORTH SIDE OF BROAD STREET, ADJACENT TO LOTS 8-11, BLOCK 2 OF THE ORIGINAL TOWN OF TARKIO.” Mayor Wiley asked if anyone had any comments on the Public Hearing. Riley commented that he didn’t think someone should ask to rezone someone else’s property, the requesting party needs to own it. The original request came from Mark Cofer to rezone the LOTS 8-11, BLOCK 2 OF THE ORIGINAL TOWN. The Planning Committee met and decided to request to the Board of Aldermen the following: The planning committee is making a recommendation to the Board of Aldermen that “BLOCK 2 OF THE ORIGINAL TOWN OF TARKIO, BETWEEN 1ST AND 2ND, AND BROAD AND MAPLE STREETS, FROM R-2 GENERAL RESIDENTIAL TO B-2 GENERAL BUSINESS DISTRICT.” The Public Hearing was closed.
Mayor Wiley called the regular meeting to order. Visual roll call was done by Clerk Jones: all aldermen were present. The board was asked to approve the minutes from the regular meeting of August 9th and special meeting of August 16th, 2016, as distributed. The board approved the minutes as distributed.
Mr. Riley requested to speak on the Animal Pound. This is added as #9 under reports.
Gary Riley, with the Tarkio Rotary Club, was present to request the City to allow Rotary to place Christmas light decorations on the Shelter House that was built by the Rotary at Neidermeyer Park, also to have a tree planted near the shelter house for decorating. This is the 100th year anniversary of the Rotary Club. The board advised Mr. Riley that he needs to make the request to the Park Board.
Alderman Andy Riley spoke for Dustin Lambertsen, Tarkio R-I FFA Sponsor, who was not present to speak. The FFA Chapter would like to build a barn for housing livestock behind the bus barn. Riley made a motion to allow the Tarkio School FFA Chapter to build the structure. Poppa seconded the motion, 4 “ayes” voted to accept the motion and the second. The motion passed.
Bill and Teresa Smith were present to make a formal complaint on the neighbors that live to the west of them on Vine Street. They believe they are using their garage to service trucks that are not owned by them, making it a public garage, and are not allowed in the residential area. Attorney Robert Sundell was present for the meeting. He mentioned that it would be difficult to prove a violation based on the current city ordinance. The officers’ will keep an eye on it.
Mayor Wiley asked the board to approve BILL NO. 193-16, ORDINANCE NO. 180-16, AN ORDINANCE PROVIDING FOR THE REZONING OF BLOCK 2, ORIGINAL TOWN OF TARKIO, BETWEEN 1ST AND 2ND, AND BROAD AND MAPLE STREETS, FROM R-2 GENERAL RESIDENTIAL TO B-2 GENERAL BUSINESS DISTRICT, AND PROVIDING FOR THE CHANGE IN THE ZONING MAP OF THE CITY OF TARKIO, MISSOURI; AND OTHER ACTIONS RELATED THERETO. The bill died for lack of a motion.
Mayor Wiley asked the board to approve BILL NO 194.16, ORDINANCE NO. 181.16, AN ORDINANCE VACATING TEN (10) BY ONE HUNDRED (100) FEET OF THE NORTH SIDE OF BROAD STREET, ADJACENT TO LOTS 8-11, BLOCK 2 OF THE ORIGINAL TOWN OF TARKIO. The bill died for lack of a motion.
Mayor Wiley asked the board to approve his appointments for the Planning Commission as follows: Marvin Southard 5 years, Craig Livengood 4 years, MaryAnn Hull, 3 years, Kelly Rohlfsen, 2 years, and Betsy Chapin and Carla Summa, 1 year. Poppa made a motion to approve the Mayor’s appointment of the Planning Commission of Marvin Southard for 5 years, Craig Livengood for 4 years, MaryAnn Hull for 3 years, Kelly Rohlfsen for 2 years, Betsy Chapin and Carla Summa for 1 year. Riley seconded the motion, 4 “ayes” voted to approve the motion and the second. The motion passed.
The board was asked to approve the Mayor’s appointments for the Zoning Board as follows: Craig Martin for 5 years, Donnie Meek for 4 years, Lee Eddie Stevens for 3 years, Sharon McCall for 2 years and Mark Staten for 1 year. Klosek made a motion to approve Craig Martin for 5 years, Donnie Meek for 4 years, Lee Eddie Stevens for 3 years, Sharon McCall for 2 years and Mark Staten for 1 year. Hunkins seconded the motion, 4 “ayes” voted to accept the motion and the second. The motion passed.
Mayor Wiley asked the board to approve his appointments for the Tarkio Housing authority: Paul Lester for 4 years and Suzanne Collins for 3 years. Hunkins made a motion to approve the appointments of the Tarkio Housing Authority. Klosek seconded the motion, 4 “ayes” voted to accept the motion and the second. The motion passed
Mayor Wiley asked the board to approve his appointment of Darcy Morey to the Park Board. Klosek made a motion to approve the appointment of Morey, Riley seconded the motion, 4 “ayes” voted to accept the motion and the second. The motion passed.
Mayor Wiley read: Bill 195.16, Ord. 182.16 AN ORDINANCE OF THE CITY OF TARKIO, MISSOURI AMENDING CHAPTER 400 PLANNING AND PLANNING COMMISSION, ARTICLE IX ADDITIONAL REGULATIONS, SECTION 405.400, ADDITIONAL HEIGHT AND AREA REGULATIONS; REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH. Poppa made a motion to approve Bill 195.16, Ordinance. 182.16 AN ORDINANCE OF THE CITY OF TARKIO, MISSOURI AMENDING CHAPTER 400 PLANNING AND PLANNING COMMISSION, ARTICLE IX ADDITIONAL REGULATIONS, SECTION 405.400, ADDITIONAL HEIGHT AND AREA REGULATIONS; REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH. Klosek seconded the motion, Hunkins “nay”, Klosek “aye”, Poppa “aye” and Riley “nay”, Mayor Wiley voted “nay” against Bill 195.16. The bill failed.

Reports
Ed Hunkins – Tarkio Volunteer Fire Department: Fire Chief Shane Bredensteiner requested to spend $50 on paint for the fire department. The consensus of the board was to allow, it is in their budget.
Michael Klosek – City Buildings: Klosek reported that Tommy Dow would be putting down new deck boards on the Community Building Porch.
Andy Riley – Street Department: Riley stated J & E Concrete would do the work at 3rd and Main Street for the US Bank’s sidewalk for $1,700.00 plus $300.00 for the handicap ramp. Riley made a motion to allow J & E Concrete to do the work. Klosek seconded the motion, 3 “ayes” voted for the motion and second, 1 “nay” voted against. The motion passed.
Scott Poppa – Parks and Pool: Poppa reported that the pool is closed. Mike Tunnell will be going to the street department the 1st of October.
Chief Gibbons – Gibbons gave his report of traffic stops, investigation and training. Gibbons also reported that they are having some car problems.
Adam Stanton – Building Inspector: Stanton reported that he had taken photos of the inside of the Walnut Inn building.
Mayor Wiley: Had nothing to report.
Becky Jones: Jones asked if anyone had questions regarding their department’s financials. No questions were asked.
Riley had added animal pound to the agenda, but decided to speak on the issue at another time.
Riley made a motion to pay the outstanding bills. Poppa seconded the motion, 4 “ayes” voted to accept the motion and the second. The motion passed.
Riley made a motion to adjourn the meeting. Klosek seconded the motion, 4 “ayes” voted to accept the motion and the second. The motion passed.
The meeting was adjourned at 6:45 p.m. The next regular meeting will be October 11, 2016, at 5:30 p.m.
