The Rock Port Board of Aldermen met Wednesday September 21, 2016 at 6:00 p.m. with Mayor Pro Tem Todd Stevens presiding in the absence of Mayor Jeff Seaman. Present were Aldermen Shawn Shineman, Todd Stevens and Tim Taylor. Alderman Chris Chamberlain was absent. Also present were City Superintendent Trevor Hale, Utility Clerk Terri McGuire, Chief of Police Shannon Sherwood and City Clerk Ashtin Paris. Visitors present were Ken Fairchild, Randy Mendenhall, Daniel Goodwin, and W.C. Farmer.
Mayor Pro Tem Todd Stevens called the meeting to order.
Taylor moved to approve the meeting agenda. Shineman seconded. All votes aye.
Shineman moved to approve the August 17, 2016 meeting minutes. Taylor seconded. All votes aye.
Mayor Pro Tem Stevens presented Chief of Police Shannon Sherwood a plaque for 10 years of dedicated service to the City of Rock Port. Sherwood was hired as a Police Officer on 8/31/2006 and served as a Police Officer for the Rock Port Police Department from 8/31/2006-12/14/2011. Sherwood was appointed as the Interim Chief of Police on 12/15/2011 and served as Interim Chief of Police until being appointed Chief of Police on 3/1/2012.
Taylor moved to approve the City financial statements, accounts payables, sales tax reports, delinquent tax list, and all board and departmental reports. Shineman seconded. All votes aye.
Taylor moved to approve the Utility financial statements, accounts payables, purchased power and water statements, take or pay water use report, water loss reports, and Utility Clerk report. Shineman seconded. All votes aye.
The water loss report was reviewed. Hale reported that one water leak was located that contributed to the water loss. The high pressure fire hydrant line is leaking and has been shut off. Fire Chief Scott Jones was notified that the line has been shut off and can be turned back on if needed.
Ken Fairchild, Olsson Associates, presented the bids and bid recommendation for the Electrical System Improvements Project No. 015-0761.
Olsson Associates recommends award of Bid Section 1 and 2 as follows:
Bid Section 1 to H.K. Scholz Co. in the amount of $645,000 as bid.
Bid Section 2 to RS Utility Services in the amount of $1,365,000 without the “Bid Clarifications”.
Mayor Pro Tem Stevens requested all voting members participate in the vote for the bid award for the Electrical System Improvements Project No. 015-0761 due to the magnitude of the project. Alderman Chamberlain was contacted via telephone and participated in the vote via telephone.
Taylor moved to award Bid Section 1 to H.K. Scholz Co. in the amount of $645,000 and to award Bid Section 2 to RS Utility Services in the amount of $1,365,000 without the “Bid Clarifications”. Shineman seconded. All votes aye.
Ken Fairchild indicated that RS Utility Services will need to complete some of the critical work for the Bid Section 2 project prior to H.K. Scholz Co. being able to finish work for Bid Section 1. He will notify RS Utility Services of the critical work that will need completed and scheduled accordingly.
Randy Mendenhall and Daniel Goodwin, Snyder & Associates, presented the bid and bid recommendation for Rock Port Downtown Streetscape Phase III Project No. TAP-9900(119). One bid was received from TNR Construction LLC in the amount of $117,112. Snyder & Associates recommends the bid be awarded to TNR Construction LLC.
Shineman moved to award the bid to TNR Construction LLC in the amount of $117,112 for Rock Port Downtown Streetscape Phase III Project No. TAP-9900(119). Taylor seconded. All votes aye.
Bill # 1170 – Amending 2016 City Budget– was read. Shineman moved to approve the 1st reading. Taylor seconded. Roll call vote was taken. Shineman, Stevens & Taylor voted aye, nay – none, absent – Chamberlain. Taylor moved to approve the 2nd reading. Shineman seconded. Roll call vote was taken. Shineman, Stevens and Taylor voted aye, nay – none, absent – Chamberlain. Mayor Pro Tem Todd Stevens declared Bill # 1170, Ordinance # 1170.
Clerk Paris reported that MIRMA Director Matthew Broderson asked if the city would like a health proposal for this fall. Health surveys are required from employees in order for MIRMA to provide the proposal. Clerk Paris will wait for the renewal rates from Blue Cross Blue Shield of Kansas City before requesting a health proposal from MIRMA.
City Clerk Ashtin Paris reported the ACDC Annual Meeting will be held Wednesday, October 5, 2016 at 6:30 p.m. at the Fairfax School Cafeteria. The United Methodist Women at Rock Port United Methodist Church are organizing an Appreciation Dinner for the people of our community who work to make the communities of Rock Port and Watson a great place to live and work. The Appreciation Dinner will be held Saturday, October 8, 2016 from 11:00 a.m. to 2:00 p.m.
