Thursday, September 15, 2016. There was no commission held at the courthouse as the commissioners traveled to Clinton County for the Northwest Commission Meeting.

The Commission met on Tuesday, September 20, 2016. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner David P. Chapin; and South District Commissioner Richard Burke. Susette Taylor, Clerk of the Commission was attending annual clerk training.
Citizen Steve Joesting was present to observe.
Presiding Commissioner Curtis Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
The commission reviewed and approved a request for Liquor Licenses from River Rock Lanes.
Maintenance Supervisor Greg Beck was in to discuss some maintenance concerns.
The Commissioners traveled to inspect a section of land they will purchase from Jerry Brown Inc. for a road project that Atchison and Holt County are sharing.

Deputy Deanna Beck reviewed updates to the employee handbook with the commission. The commission approved all changes as presented. A new copy of the handbook will be printed and copies given to all employees.

The Commission met on Thursday, September 29, 2016, this being the 26th day of the regular July term. Present were: North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission. Presiding Commissioner Curtis Livengood; was absent.
North District Commissioner David Chapin called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Clerk Taylor clarified an update to the employee handbook before printing.
Clerk Taylor also reported that the Project Engineering Manager with RES for the Tradewind Project has contacted the county to implement the $500,000 bond required in the Road Agreement. Clerk Taylor has forwarded the information to attorney Ivan Schraeder for his review and approval of the bond form.

The Commission met on Tuesday, October 4, 2016, this being the 1st day of the regular October term. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner David P. Chapin; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission.

John Brown, City of Fairfax was present to update the commission on the progress of the cleanup in Fairfax. The pile located at the county barn was burnt and due to the compacting by the county road and bridge department, there was very little left. It will be pushed in with the old concrete and disposed of. The commission had offer to supply the City with a tower for their siren that was no longer needed by the county, but Mr. Brown stated that KCP&L was going to install a new pole and insurance was going to replace the damaged siren so they would not need the tower. Other cleanup has gone well and the remaining pile of trees will be burnt as soon as harvest is complete.

Clerk Taylor presented the final draft of the Employee handbook changes. South District Commissioner Richard Burke made a motion to approve the changes as submitted. Motion was seconded by North District Commissioner David Chapin. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to approve the handbook updates was as follows: Chapin – yes; Burke – yes and Livengood – yes.
Employees will all be presented a new copy of the handbook.
The designation of delegates to vote at the Missouri Association of Counties Annual Conference was selected according to Article VI, Section 6c of the Association’s Bylaws. Presiding Commissioner Curtis Livengood will be the delegate for the Commission. Ballots were provided to the other elected officials to select the additional 5 voting delegates.
E-9-1-1/Emergency Management Director Rhonda Wiley submitted notification from the State approving Atchison Counties Emergency Operations Plan.
