The Atchison County Commission met December 8 and 13, 2016, at the Atchison County Courthouse in Rock Port, Missouri.
DECEMBER 8–
Present were: Curtis Livengood, Presiding Commissioner; David P. Chapin, North District Commissioner; Richard Burke, South District Commissioner; and Susette Taylor, Clerk of the Commission.
Jim Quimby, North District Commissioner-elect, was present to observe.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
The commissioners reviewed line by line detail of the vehicle insurance renewal for 2017 and deleted comp and collision coverage on all vehicles purchased prior to 2006 that were not used on a daily basis. They requested that the savings in premiums be placed in a special fund and used as needed for damages or replacement when and if needed.
Discussion was held about ways to honor employees for years of service to the county. Clerk Taylor will draft a policy for review and approval.

Bill Metzgar visited with the commissioners about the possibility of opening a vacated ¼ to ½ mile section of road in Section 14, Range 39, of Dale Township off Route N along sections owned by Olson and Kemper. Adam Meyer, Road and Bridge Supervisor, inspected the section requested and reported that it has been vacated for over 60 years and does not even show on the current road maps. It is a field bed road with a ditch on each end that would require tubes and some additional tree removal. The commissioners will provide Mr. Metzgar with the statute requirements to propose reopening if he should want to continue his request. At this time the commissioners do not feel any county road district funds can be allocated without following the full reopening requirements.
Mark Manchester, Assistant Emergency Management Director, presented the E-9-1-1 budget requests for 2017. Equipment upgrades and a new HVAC system were discussed as big budget items for the upcoming year.
A notice from the Missouri Department of Revenue was reviewed following an inspection of the landfill site. The only deficiencies noted were two broken rain covers on the vents. They will be replaced.
The commissioners approved new policy stating that any employee (full-time or part-time) who works from 6:00 p.m. on Christmas Eve until 6:00 a.m. on Christmas day will be granted holiday pay for hours worked.
A policy was approved by the commissioners to honor employees and elected officials at five year service intervals as recognized by the Missouri Association of Counties.
