The Commission met on Thursday, March 2, 2017. Present were: Presiding Commissioner Curtis Livengood; South District Commissioner Richard Burke; North District Commissioner Jim Quimby; and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curtis Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
The Affidavit of Publication of the 2016 Financial Statement has been submitted to the State Auditor’s Office as required in Section 50.810 and will be attached to the Record of Commission – Book 29 in the Clerk’s Office.
At 9 a.m. Road and Bridge Supervisor presented two state bids to the commission, the first state bid was for a 2016 Caterpillar 926M Loader from Foley Equipment in St. Joseph for $169,864.72; and the second state bid was for a 2017 John Deere 544K-II Loader from Murphy Tractor – Kansas City for $152,425. Ben Aldrich was present for the Murphy Tractor & Equipment and Travis Gentry was present for Foley Equipment. The commission thanked Mr. Gentry and Mr. Aldrich for presenting their bids and requested Supervisor Meyer to review them for specifications. Following review, Supervisor Meyer recommended that the Commission accept the lowest state bid of $152,425 from Murphy Tractor. South District Commission Richard Burke made the motion to accept the bid for the John Deere Loader. Motion was seconded by North District Commissioner James Quimby. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to approve the purchase from state bid for the John Deere Loader was as follows: Burke – yes; Quimby – yes and Livengood – yes.
At 10 a.m. E-9-1-1 Director Rhonda Wiley was present and recommended that the commission accept the bid from Commenco for the two position Airbus Vesta 9-1-1 system in full compliance with the RFP. Following budget review with Clerk Taylor, Presiding Commissioner Livengood called for a motion to approve the purchase of the Commenco System as recommended by Director Wiley for $116,302.29. North District Commissioner Jim Quimby made the motion to approve the purchase of the system; South District Commissioner Richard Burke seconded the motion. There being no further discussion, a roll call vote to approve the motion was as follows: Quimby – yes; Burke – yes; Livengood – yes.
The Commission requested Director Wiley to proceed with plans as budgeted for new work stations that were designed by Missouri Vocational Enterprises so they would be in place to house the new equipment or could be installed at the same time.
Clerk Taylor reported that it was time to place the hay ground up for bid. Following discussion of options related to the ground, North District Commissioner James Quimby made a motion to bid the hay ground for one year. Motion was seconded by South District Commissioner Richard Burke, there being no further discussion, Presiding Commissioner Livengood called for a roll call vote to bid out 78.5 acres (11.5 acres) at the landfill site and (67 acres) adjacent to Pleasant View Nursing Home for one year. Vote was as follows: Quimby – yes; Burke – yes; and Livengood – yes.
Clerk Taylor will prepare the bid for advertisement and the opening will be at 9:00 a.m. on Thursday, April 6th in the Atchison County Commission Room. Specifications will be available in the Clerk’s Office.
There being no further business to come before the commission, the commission adjourned.
