The Atchison County Commission met Thursday, April 13, 2017. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered.
Monthly department reports were reviewed and approved.
Additions and abatements to the March 2017 personal property tax book were as follows:
Additions to the Tax Books:
2016: $4,012.30
2015: $2,846.60
Abatements from the Tax Books:
2016: $47.86
2015: $3,023.68
There were no real property additions or abatements.
Road and Bridge Supervisor Adam Meyer and Sheriff Dennis Martin were in to discuss department matters.
Clerk Taylor reported on the Legislative conference.

The Commission met on Tuesday, April 18, 2017. Present were: Presiding Commissioner Curtis Livengood; South District Commissioner Richard Burke; North District Commissioner Jim Quimby; and Susette Taylor, Clerk of the Commission.

The assessment quarterly report was signed by Presiding Commissioner Curt Livengood and the Collector’s Annual Settlement was reviewed and approved by the Commission.
Road and Bridge Supervisor Adam Meyer was in to discuss road matters and request approval to go to bid for the purchase of a used single axle dump truck as approved in his budget. The Commission granted his request to draw up bid specifications and set a bid opening for 9:00 a.m. on May 9th, 2017.
Maintenance Supervisor Greg Beck was in to discuss major upgrades to the parking lot around the Sheriff’s Office and the entrance steps on both sides of the courthouse. The commission went to inspect both sites with Supervisor Beck. The commission agrees the upgrades need to be made, but want to wait to see what happens with the prevailing wage bill that is before the house and senate at this time.
An upgrade to the air conditioning in the courthouse was also discussed. The Commission told Mr. Beck to continue to research options by contacting vendors to provide information about different systems.
The final maintenance item discussed was the mower used to maintain the courthouse lawn. It is several years old and will not keep the oil pressure as needed on the steep banks. The commission told Mr. Beck to check into some options and the cost to replace the existing mower and get back to them.
Clerk Taylor reported that she had contacted Associated Electric to see if they would need to extend their lease of the landfill site into 2018. They replied no they would not. Discussion followed about moving forward with selling the section of 6.42 acres currently used as a laydown site. All three commissioners felt that they would like to move forward with selling the property, but would use the sealed bid process with nothing beginning until after the lease with Associated Electric is final. They felt this gave all citizens an equal opportunity if interested in this section of land. The process will not begin until the fall of 2017 and the commission will reserve the right to refuse any or all bids.

Survey of the landfill site was discussed. The Commission requested Clerk Taylor to contact Midland Survey about the process and details.
The commissioners went out to inspect county roads in and highway barns.

The Commission met on Tuesday, April 25, 2017. Present were: Presiding Commissioner Curtis Livengood; South District Commissioner Richard Burke; North District Commissioner Jim Quimby; and Susette Taylor, Clerk of the Commission.

Mike Rienhart, MoDOT District Engineer, was in to update the commission about lettered routes being used by the windfarm project. The commission asked about repairs to Route 136 and them being done at the end of the project. Mr. Rienhart agreed that was part of the plan.
The commission reviewed a request from Monica Bailey, ACDC Director to appoint Dr. Jeremy Burright, Superintendent of Fairfax, to the Enhanced Enterprise Zone Board to fill the unexpired term of Mike Garrett. South District Commissioner Richard Burke made a motion to appoint Dr. Burright to the EEZ Board as requested. North District Commissioner Jim Quimby seconded the motion. Presiding Commissioner Curt Livengood called for discussion, there being none, a roll call vote to appoint Dr. Burright was as follows: Burke – yes; Quimby – yes; and Livengood – yes.
South District Commissioner Richard Burke made a motion to appoint Mike Klosek, Jr. from Tarkio to serve on the Transportation Advisory Committee. North District Commissioner Jim Quimby seconded the motion. Presiding Commissioner Curt Livengood called for discussion, there being none, a roll call vote to appoint Mike Klosek to the TAC Board was as follows: Burke – yes; Quimby – yes; and Livengood – yes.
The commission participated in a conference call with Mr. Darrell Decker, a former commissioner from Greene County. He is putting together a group of counties as a consortium that Arthur J. Galliger will represent as a broker to see if better health insurance rates can be obtained by consolidating the counties. This would require a group of at least 1,500 employees to work. He plans to present at least 30 – 40 counties with 4,000 plus employees to ensure that the ending group will be at least the 1,500 minimum. Mr. Decker answered questions presented by Clerk Taylor and the commissioners as directed.
Following the call and discussion by the commission, they could see no downside to participating in the proposal to see if better rates can be obtained. North District Commissioner Jim Quimby made a motion to participate in the consortium proposal. The motion was seconded by South District Commissioner Richard Burke. There being no further discussion, Presiding Commissioner Curtis Livengood called for a roll call vote which was as follows: Quimby – yes; Burke – yes and Livengood – yes.
Maintenance Supervisor Greg Beck was in to report on upgrading the mower and carpet.

A request from ACDC Director Monica Bailey to appoint Ryan Kingery as the Fairfax representative on the EEZ Board was reviewed. North District Commissioner Jim Quimby made a motion to appoint Ryan Kingery to fill the unexpired term of Melissa Gilpin. The motion was seconded by South District Commissioner Richard Burke. South District Commissioner Burke called for further discussion, there being none, a roll call vote to approve the appointment was as follows: Quimby – yes; Burke – yes and Livengood – absent.
Clerk Taylor reported that the Statement of Railroad and Utility Property, Form 40, for Atchison County had been completed and was certified and submitted to the State Tax Commission.
South District Commissioner Richard Burke reported that he attended the Community Service meeting in Maryville on Wednesday evening, April 26.
The commissioners then went out to inspect county road and 911 signs.
