The Commission met on Thursday, July 20, 2017.  Present were: South District Commissioner Richard Burke; and North District Commissioner James Quimby. Susette Taylor, Clerk of the Commission was absent to attend the National Association of Counties Conference. Presiding Commissioner Curt Livengood was absent.
South District Commissioner Richard Burke called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Maintenance Supervisor Greg Beck was in to discuss the repairs to the boiler.
Emergency Management Director Rhonda Wiley was in to report that the County had received the grant to purchase a boat for the Sheriff’s Department.
Assessor Lori Jones was in to report that Jamie Andrus had given her two week notice and would no longer be working in the Assessor’s Office.

The Commission reviewed the 2017 final assessed values for the County.
Presiding Commissioner Curtis Livengood signed the Chief Local Elected Officials Consortium Agreement as provided by Lisa Hostetler, Executive Director of the Northwest Workforce Development Board.

The Commission met on Thursday, July 27, 2017. Present were: Presiding Commissioner Curt Livengood; South District Commissioner Richard Burke; and North District Commissioner James Quimby. Susette Taylor, Clerk of the Commission was absent attending the Elected Officials workshop in Jefferson City presented by the Missouri State Auditor’s Office.

Ryan Harms was on the agenda to express concerns with road conditions. He wanted to know what the $1 per Ag acre was being used for if it was not improving the road conditions? The Commission explained that only .50 cents of the $1 per acre has been assessed since its passage. Only enough revenue is being collected to make up the difference in what the sales tax revenue brings in and the actual cost of the rock. Currently the same 90 ton per mile is being applied and the revenue just makes up the shortfall. He questioned if the commission would consider raising the tax to allow for improvements? The commission agreed to discuss. Road and Bridge Supervisor Adam Meyer, was present for the discussion.
Sean McGonigle with the Missouri Association of Counties Workers’ Compensation Trust met with the commission to present Atchison Counties Workers’ Compensation overview through June 30, 2017. He also presented information about the MAC Trust Online University.

The Commission met on Tuesday, August 1, 2017.  Present were: Presiding Commissioner Curt Livengood; South District Commissioner Richard Burke; North District Commissioner James Quimby; and Susette Taylor, Clerk of the Commission.

Clerk Taylor reported that the Public Hearing to set the 2017 tax rates for the county would be held on August 15th at 10:00 a.m.
At 10:00 a.m. Collector Diane Livengood was present to open 2 sealed bids for property that had been offered on the tax sale for over three years. Both properties were inside the City limits of Rock Port and have no structures on them. First property was Parcel Number: 5103-16-000430 owned by Stout & Stout. Bid was from Cara Davis in the amount of $150.00. Second property was Parcel Number: 5103-16-000370 owned by Humpshire, Lawanna Jewell. Bid was from Cara David in the amount of $200.00. Collector Livengood stated that the properties have been on the tax sale for over 3 years as required and in their current condition were bringing in zero revenue for the county. Bid amounts covered advertising costs and postage, but taxes would be abated.
North District Commissioner Jim Quimby made a motion to accept both bids and abate the taxes as requested. Motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Curtis Livengood called for further discussion, there being none, a roll call vote to approve the bids and abate the taxes was as follows: Livengood – yes; Quimby – yes and Burke – yes.
Jon Dwiggins with Howe Company LLC; Civil Structural Engineers out of Macon, Missouri was present to introduce himself and see if the county had any bridges that would need engineered in the near future. The commission explained that county currently does not have any bridges on the BRO list for replacement.
