The Atchison County Commission met Tuesday, September 19, 2017. Present were: Presiding Commissioner Curt Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curt Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
South District Commissioner Richard Burke made a motion to approve the proclamation in recognition of Domestic Violence Month which will be observed during the month of October. The motion was seconded by North District Commissioner Jim Quimby. Presiding Commissioner Curtis Livengood called for discussion, there being none, a roll call vote to approve the Proclamation was a follows: Livengood – yes; Burke – yes and Quimby – yes.
The commission continued review and discussion of the 2018 county health insurance renewal rate. Rates had a slight increase of 5% with all benefits remaining the same. Compared to the Consortium Bids for Missouri Affiliated Government Insurance Consortium (MAGIC) which would consist of 34 Missouri counties, the rates and benefits by standing alone were still considerably cheaper than joining the Consortium. North District Commissioner Jim Quimby made a motion to continue with the current Blue Cross plan through Quint Lingerfelt and Randy Arnold Insurance. South District Commissioner Richard Burke seconded the motion. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to approve the 2018 Health Insurance renewal through Blue Cross was as follows: Livengood – yes; Burke – yes and Quimby – yes.
Clerk Taylor notified the commission that long-time employee Cleo Junior Graham has passed away. The following proclamation was approved and signed by the commission.
PROCLAMATION
WHEREAS, Atchison County has lost an outstanding citizen in the death of Cleo Junior Graham; and
WHEREAS, on behalf of our County, we wish to record our deep sorrow over the passing of Cleo Junior Graham on September 16, 2017; and
WHEREAS, Cleo Junior Graham was employed by Atchison County in 1983 working as a heavy equipment operator for the Atchison County Highway Department, retiring in 2009, giving him 26 years of service to the citizens of Atchison County; and
WHEREAS, Our County is grateful for his many contributions;
NOW THEREFORE…In recognition of Cleo’s contributions to our County and its citizens, we hereby express our deep appreciation for his service to our County and extend to his family our sincere sympathy upon his passing.

Clerk Taylor and the Commission then discussed sending a memorial. Clerk Taylor stated that there was no current policy or direction for a memorial. South District Commissioner Richard Burke made a motion to send a monetary memorial in the amount of $100 to the established memorial fund of a retired employee or elected official upon their passing. Presiding Commissioner Curtis Livengood seconded the motion and called for further discussion. There being none, a roll call vote to establish the guideline for sending a memorial contribution was as follows: Livengood – yes; Burke – yes and Quimby – yes.
Clerk Taylor notified the commission that the current copy machine in the Recorder’s office needs to be replaced. The current machine is approximately 15 plus years old and is beginning to need some major repairs. All the current machines are in a maintenance agreement with ProServe, who services Atchison County. They have a used 4002 that is in excellent condition and will have all the capabilities that the current machine has, plus scanning and faxing ability for $4,100. The Commission wanted to know what a new machine would cost. Clerk Taylor contacted Brad Losson, and was told it would run $8,900. Mr. Losson felt the used machine was in excellent condition with very little use and would be covered under our existing maintenance agreement. They also quoted a new smaller unit that did not have all the abilities needed for $3,900. After reviewing all the information, North District Commissioner Jim Quimby made a motion to replace the old machine in the Recorder’s office with the used 4002 from ProServe. Motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to approve the used 4002 Copier/Printer/Scanner was as follows: Quimby – yes; Burke – yes and Livengood – yes.

The Commission met Thursday, September 21, 2017. Present were: South District Commissioner Richard Burke, and North District Commissioner James Quimby, who traveled to Jamesport for the Northwest Commission meeting.

The Commission met Tuesday, October 3, 2017. Present were: Presiding Commissioner Curt Livengood via phone, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission. North District Commissioner James Quimby was absent.

At 9:00 a.m. Presiding Commissioner Curtis Livengood called in via speaker phone for the opening of the 2018 fuel and propane bids. Road and Bridge Supervisor Adam Meyer was also present for the opening of bids. Bids were as follows: Rock Port Oil, $.06 over margin for Rock Port barn only; MFA Oil, $.10 over margin for all locations; and Younger Oil, $.04 over margin for Westboro barn only. South District Commissioner Richard Burke made a motion to accept all bids as presented except for MFA Oil, which will only be for the Fairfax barn. Presiding Commissioner Curtis Livengood seconded the motion and called for discussion, there being none, a roll call vote to accept the bids was as follows: Burke – yes; Livengood – yes and Quimby – absent.
Immediately following the reading of the fuel bids was the reading of propane bids for 2018. There was only one bid presented from MFA Oil in the amount of $1.20 fixed price for 7,000 gallons of propane. South District Commissioner Richard Burke made a motion to accept the propane bid as presented by MFA Oil. Presiding Commissioner Curtis Livengood seconded the motion and called for discussion, there being none, a roll call vote to accept the propane bid was as follows: Burke – yes; Livengood – yes and Quimby – absent.
At 9:30 a.m. Presiding Commissioner Curtis Livengood called in via speaker phone for the opening of forklift bids. Road and Bridge Supervisor Adam Meyer, was present for the opening. Only one bid was submitted for a used 2011 Yale GDP050VX from Midwestern Equipment, Council Bluffs. The bid was in the amount of $13,500. Presiding Commissioner Livengood asked Supervisor Meyer if the bid was in line with his budget. Meyer stated it was over the line item budget but other equipment purchased within the budget year has come in under budget allowing enough room for a better forklift. South District Commissioner Richard Burke made a motion to accept the forklift bid as presented by Midwestern Equipment. Presiding Commissioner Curtis Livengood seconded the motion and called for discussion, there being none, a roll call vote to accept the forklift bid was as follows: Burke – yes; Livengood – yes and Quimby – absent.
A temporary liquor license for the Dusty Trail was reviewed and approved by the Commission.
Article VI, Section 6(c) of the Missouri Association of Counties Bylaws requires the county commission to select one delegate from within its membership. Presiding Commissioner Curtis Livengood was selected. Additional delegates will be selected by a majority vote of not less than seven elected officials in the county. Clerk Taylor will prepare the ballots for voting.
Jim Crawford with University Extension stopped in to give the commission information about upcoming changes within the department. He requested that the commission review the draft changes and contact him if there were any questions. A representative from the University will schedule a time in the near future to meet with the commission about the draft changes.
