The Commission met on Thursday, October 19, 2017.  Present were: Presiding Commissioner Curt Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curt Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Collector Diane Livengood was present to open a sealed property bid with the commission. The property has been delinquent since 2007. Parcel number for the property was 0000-08-001025 located at 13058 C. Ave. The bid was for $500 from Richard and Rochelle Boyd. North District Commissioner Jim Quimby made the motion to accept the bid so the property can be placed back on the tax rolls. The motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Curt Livengood called for discussion, there being none a roll call vote to accept the bid was as follows: Quimby – yes; Burke – yes and Livengood – yes.
Collector Livengood then presented an Intergovernmental Agreement between the City of Tarkio and the County of Atchison to abate taxes on a property deeded to the City that they have cleaned up. The City will pay the advertising costs due to the County in the amount of $246.57. North District Commissioner Jim Quimby made the motion to approve and sign the agreement as presented. The motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Curt Livengood called for discussion, there being none a roll call vote to approve the Intergovernmental Agreement was as follows: Quimby – yes; Burke – yes and Livengood – yes.
Prosecuting Attorney Brett Hurst met with the commission to report that he had been contacted by Jerry Brown, who was interested in a ¼ acre of land on the east side of the ditch that he had sold to the county earlier this year for a joint road project between Atchison and Holt Counties. Everyone decided that if Mr. Brown is willing to buy it back at the same price the county paid for it and he is willing to pay all the costs to close it, the county would be willing to enter into this agreement. Attorney Hurst will discuss this with Mr. Brown.

The Commission met on Tuesday, October 24, 2017.  Present were: Presiding Commissioner Curt Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Susette Taylor, Clerk of the Commission.

Effective January 1, 2003, an additional 4% of compensation was required on behalf of employees hired on or after February 25, 2002, to be directed to CERF. Atchison County elected to pay the additional percent through a payroll deduction. Each year the county has the option to change their current method of contribution or remain the same. After reviewing the details, North District Commissioner Jim Quimby made a motion for the county’s current election of payroll deduction of the 4% to remain in effect for 2018. South District Commissioner Richard Burke seconded the motion. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to maintain the county’s current election was as follows: Quimby – yes; Burke – yes and Livengood – yes.
Maintenance Supervisor Greg Beck updated the commission on the status of the boiler. Seals should be fixed today and the boiler pressure tested.
Circuit Judge Roger Prokes was in to update the Commission with details related to the Juvenile Office budget. The state will no longer be funding attorney fees for a Guardian Ad Litem beginning with the 2018 budget. Judge Prokes stated that he had asked several private lawyers to submit a bid to provide these services as needed to the five county circuit and all those bids came in over the amount anticipated. Therefore he will be appointing a Guardian Ad Litem as needed and paying the fee on an individual basis. For budget purposes he is looking at splitting $25,000 between the five counties on a population ratio. This would add approximately $3,500 to the current Juvenile budget for Atchison County.
