The Commission met on Thursday, October 26th, 2017.  Present were: Presiding Commissioner Curt Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curt Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Clerk Taylor reported that the visit from Secretary of State, Jay Ashcroft went great. Representative Allen Andrews, Senator Dan Hegeman, and legislative liaisons, Michael Scott and Dayton Murty were with him. He took questions from elected officials and citizens that were present.
The commission reviewed flood plain permit #201703 from Patrick Erwin, Tillman Infrastructure, LLC, for a 312’ self-supporting communication tower. All elevations and documents needed were reviewed and approved by Emergency Management Director Rhonda Wiley. North District Commissioner Jim Quimby made a motion to approve permit #201703 as presented. South District Commissioner Richard Burke seconded the motion. Presiding Commissioner Curtis Livengood called for discussion, there being none, a roll call vote to approve the permit was as follows: Quimby – yes; Burke – yes and Livengood – yes.
The commission inquired if payment had been received for the 2017 bid for renting the pasture ground at the landfill. Clerk Taylor stated that notification of bid acceptance with an invoice for payment due October 1, 2017, was mailed on August 31. Since October 1 two past due notices have been sent. The commission requested legal counsel and instructed that a final payment notice be sent certified mail notifying the bidder that if payment was not received within 10 days of the date of the letter that they would begin eviction proceedings.
The commission then went to the Velma Houts Building for the Atchison County Employee Benefit Fair.
The commission reviewed and signed a certificate certifying that Rock Creek Wind Project, LLC, a Delaware limited liability company and to Rouse Frets Gentile Rhodes, LLC in connection with its rendering an opinion letter in connection with the closing of the tax equity investment transaction relating to the Rock Creek Wind Project. Document is on file in the Clerk’s Office.
There being no further business to come before the commission, the commission adjourned.

The Commission met on Tuesday, October 31st, 2017.  Present were: Presiding Commissioner Curt Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Susette Taylor, Clerk of the Commission.

The Commission reviewed the 2017/18 Agreement of Services with the Northwest  Missouri Regional Council of Governments. South District Commissioner Richard Burke made a motion to accept the contract as presented. Motion was seconded by North District Commissioner Jim Quimby. Presiding Commissioner Livengood called for discussion, the being none, a roll call vote to accept the contract of services was as follows: Burke – yes; Quimby – yes and Livengood – yes.
At 9:30 a.m. the Commission adjourned to open the 2017 meeting of Salary Commission.
Following the Salary Commission meeting the Commission reconvened for regular business.
At 10:30 a.m. the Commissioners and elected officials gathered on the front lawn for a Pray Across America ceremony.

Susette Taylor, Clerk of the Commission was attending an executive board meeting with the Missouri Association of Counties. Presiding Commissioner Curtis Livengood was absent.

Joe Hegeman with Congressman Sam Graves’ office stopped in to visit with the Commission.
Road and Bridge Supervisor Adam Meyer was in to discuss department matters.
