The Commission met on Thursday, December 7, 2017. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curt Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Monthly department reports were reviewed and approved.
Emergency Management/911 Director Rhonda Wiley was in to present budgets for her departments.
Joe Lear, Northwest Regional Director and Rob Kallenbach, both with the University of Missouri Extension and Jim Crawford, MU Extension Natural Resource Engineer and County Program Director, were all present to meet with the Commission to share some of the new visions for extension statewide and locally. At this time they felt that Atchison County would see no personnel changes but a new County Engagement Specialist might be added to oversee the areas of youth, health and agriculture in Atchison, Holt and Nodaway Counties. At this time nothing is set in stone but many ideas are being shared and a lot of discussion is taking place. The commission felt the local Extension Council would have the grasp on the needs of the community, but that the County was very pleased with their relationship and role with Extension in the County. The group thanked the Commission for their support of the University Extension Program and a meeting in January will highlight all their programs from 2017.
Adam Meyer was in to discuss department matters.
Clerk Taylor discussed the law enforcement budget as reviewed with Sheriff Martin.
North District Commissioner Jim Quimby reported on the Transportation meeting that he attended in Maryville on Wednesday evening, December 6. It was a regional overview of public transportation needs in the area.

A Retail Liquor by Drink license application for The Patio, located at 119 N. 3rd Street in Tarkio, was reviewed. South District Commissioner Richard Burke made a motion to approve the application and issue the permit. Motion was seconded by North District Commissioner Jim Quimby. Presiding Commissioner Curtis Livengood called for further discussion, there being none, a roll call vote to approve the permit was as follows: Burke – yes; Quimby – yes; and Livengood – yes.
Clerk Taylor presented the renewal agreement for the County Government Prepaid Legal Services with Lowenbaum Law. North District Commissioner Quimby made a motion to accept the 2018 agreement as presented. South District Commissioner Burke seconded the motion. Presiding Commissioner Curtis Livengood called for further discussion, there being none, a roll call vote to accept the agreement for legal services was as follows: Burke – yes; Quimby – yes; and Livengood – yes.
Jerri Dearmont and Amy Dowis with the Northwest MissouriRegional Council of Governments were present to discuss creating A Standard Operation Procedure Manual as part of a project to use up some remaining grant funds. They left an electronic template and requested that needed information be completed and inserted before the final approval of the manual. Road and Bridge Supervisor Adam Meyer was present for the discussion.
