The Atchison County Commission met on Tuesday, December 19, 2017, at the Atchison County Courthouse in Rock Port, Missouri. Present were Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner James Quimby, and Clerk of the Commission Susette Taylor. Presiding Commissioner Curtis Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed, approved and ordered paid.
The November monthly settlement from the collector was reviewed and approved. At 9:00 a.m., Road and Bridge Supervisor Adam Meyer was in to review his 2018 budget proposal with the commission.
At 10:00 a.m., Presiding Commissioner Curtis Livengood opened the Public Budget Hearing to begin preparation of the 2018 budget. No citizens were present for the hearing. Clerk Taylor presented expenditure reports for 2017 with all departments coming in under budget. The commission authorized Clerk Taylor to begin the 2018 budget process. There being no further discussion, South District Commissioner Richard Burke made a motion to begin the 2018 budget process and close the public budget hearing. North District Commissioner James Quimby seconded the motion. Presiding Commissioner Livengood called for further discussion, there being none, a roll call vote to approve was as follows: Livengood – yes; Chapin – yes; and Burke – yes.
Sheriff Dennis Martin met with the commission at 10:30 a.m. to finalize his 2018 budget figures.
Rod Northway and Reed Bartels with Outlaw Wind Project LLC met with the commission at 11:30 a.m. to request approval of a Right-of-Way Easement Agreement with Outlaw Wind Project, LLC, a Delaware limited liability company. Maps of the leased acres were reviewed by the commission and potential sites where county right-of way might be needed were reviewed and discussed. Clerk Taylor reported that the agreement had been reviewed and approved by all legal counsel. South District Commissioner Richard Burke made a motion to accept, approve and sign the agreement as presented. The motion was seconded by North District Commissioner James Quimby. Presiding Commissioner Curtis Livengood called for further discussion, there being none, a roll call vote to accept, approve and sign the Right-of-Way Agreement with Outlaw Wind Project, LLC, a Delaware limited liability company was as follows: Livengood – yes; Quimby – yes; and Burke – yes. Agreement was recorded in the office of the Atchison County Recorder Book 247 Page 988 and will be on file in the Atchison County Clerk’s Office.
There being no further business to come before the commission, the commission adjourned.

The commission met on Thursday, December 21, 2017. The commission traveled to Maysville, Missouri, to attend the Northwest Commission meeting.
