The Commission met Thursday, June 7, 2018. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Additional month-end department reports were reviewed and approved.
The Commission made the appointments to the newly organized SB-40 Board as follows:
North District Commissioner Quimby made a motion to appoint the following individuals to the newly elected SB-40 Board to fill the unexpired term of the original members who resigned. South District Commissioner Burke seconded the motion. Presiding Commissioner Livengood reviewed the statute that it met all requirements and called for further discussion. There being none, a roll call vote to appoint the board was as follows: Livengood – yes; Quimby – yes; and Burke – yes. Clerk Taylor will notify the board that the appointments have been made and organize the first meeting for organization.
New appointees on the nine member board (two of whom must be related to a handicapped person within the third degree – indicated with *) and their date of reappointment are: W.C. Farmer, April 2021; Greg Young, April 2019; Steve Klute*, April 2020; Jacque Gayle Gebhards, April 2019; Jill Kingery, April 2020; Mandy Ottmann*, April 2020; Jim Crawford, April 2021; Debbie Beckman, April 2021; and Devon Sons, April 2019.
The new appointees replaced the following original members who resigned: Kathy Herron, Linda Oswald, Mandy Oswald, Jacque Gayle Gebhards, Carmen Ellison, Sarah Watkins, Lee Roy Sickman, Sandy Zach, and Michele Pfeil.
The Commission reviewed Section 10-4 – Donation of Sick Hours in the Atchison County Employee Manual. After extensive discussion South District Commissioner Burke made a motion to amend Section 10-4 to read as follows: Due to the recommendation of legal counsel Atchison County will no longer allow the donation of sick hours. Effective: June 5, 2018. Presiding Commissioner Curtis Livengood seconded the motion and called for further discussion. There being none, a roll call vote to amend Section 10-4 was as follows: Livengood – yes; Quimby – yes and Burke – yes.
The commission checked on the progress of the new parking being added along the Sheriff’s office with the work being completed by the Atchison County Road & Bridge Department.
There being no further business, the commission adjourned.
The Commission met Tuesday, June 12, 2018. Present were: South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission. Presiding Commissioner Curtis Livengood attended Governor Mike Parson’s address at the Capitol with Representative Allen Andrews.
South District Commissioner Burke called the meeting to order.

Clerk Taylor presented a request from John Kaiser, staff engineer with Northwest Electric, stating that they are interested in leasing the lay-down site at the landfill for an additional three months for a small project. North District Commissioner Quimby made a motion to approve the request and draw up the agreement. Motion was seconded by South District Commissioner Burke. Commissioner Burke called for further discussion, there being none, a roll call vote to approve the lease was as follows: Burke – yes; Quimby – yes and Livengood – absent.
The commission went to inspect the pasture ground adjacent to the nursing home. The tenant reported that someone has been dumping brush on the property.
There being no further business, the commission adjourned.
