The City of Fairfax Board of Aldermen met June 20, 2018. The meeting was called to order by Ryan Kingery, Mayor, at 7:00 p.m. Roll was taken. Present were: aldermen – Kristi Duering, Michael Oswald, Beth Graves, and Tabitha Wintz; Mayor – Ryan Kingery; City Employee – Steve Stevens; City Clerk – Kristy McDonald; and Treasurer Danny Kemerling.
The tentative agenda was approved, as well as the regular minutes of May 16, 2018.
Danny Kemerling spoke on behalf of the Fairfax Improvement Foundation. The group is wanting to do some updates to the park restrooms to improve the lighting, re-painting, and possibly other updates. The council all agreed that would be a great improvement and appreciates the foundation’s work. Danny then presented his treasurer’s report showing that all accounts are in balance and had a brief discussion about renewing CD’s then left the meeting at 7:20 p.m.
Accounts payable were approved. Bill #2018-02 titled: A resolution authorizing individuals of certain positions as authorized signers for banking purposes on accounts now registered or hereafter registered in the name of The City of Fairfax was presented to the board. Bill #2017-04 was approved and assigned Resolution #2018-1550.
Bill # 2018-03 titled: An ordinance to amend section 215.010 relating to nuisances by adding the language regarding outdoor furniture, thereto was discussed and the council requested to change the wording to include appliances to the amendment. This will be added to the current junk ordinance to include that any furniture, including sofas, divans, recliners, washers and dryers, and similar objects, which are not designed for outdoor use but which are maintained or located on any porch, lawn, parking lot, driveway or public right-of-way will be considered a nuisance in the City of Fairfax. The aldermen approved Bill #2018-03 with the new wording added and Bill #2018-03 was assigned Ordinance #2018-01-1548.
There was a discussion regarding fireworks inside city limits. Right now the ordinance states that no fireworks can be discharged inside city limits. The city council would like to amend that ordinance to state the fireworks are allowed 1 week prior and 1 week after July 4th from 8 a.m. to 12 midnight.
Staff Reports
Steve Stevens asked the council for permission to remove the bushes in front of the park stage. They will do some other type of landscaping there instead of the bushes. The council all agreed that would be fine. There have been some issues with the sewer behind the Dairy Diner. They have had Sodbusters come in and jet the sewer and they are going to use a camera to see where the issue is and what needs to be fixed. Two electric meters have been removed from the park, which will save some money on the monthly electric bill. Steve and John plan on replacing the sewer line by the school soon as previously discussed.
Kristy McDonald reported that this month the city is putting a one-time charge on everyone’s water bill for  water primacy and sewer primacy. This is a yearly charge that the city has to pay to the Missouri Department of Natural Resources.
There was a brief review of properties that are still needing cleaned up. Most are working on bringing into compliance. There are a few properties that have been forwarded to the city attorney to go through the process of fining property owners. The audit is being performed this week and Kristy will update the council when that is complete. The next meeting will be held July 18 at 6:30 p.m. The meeting was adjourned at 8:05 p.m.
