The Rock Port Board of Aldermen met July 18, 2018, at 6 p.m. at Rock Port City Hall with Mayor Chris Chamberlain presiding. Board members present were Ron Deatz, Lavon Paukert and Todd Stevens. Alderman Tim Taylor was absent. Also present were Chief of Police Shannon Sherwood, Deputy Clerk Emily Schulte and City Clerk Ashtin Paris.

 

Mayor Chamberlain called the meeting to order.
Stevens moved to approve the meeting agenda. Deatz seconded. All votes aye.
Deatz moved to approve the June 20, 2018, meeting minutes. Paukert seconded. All votes aye.
Stevens moved to approve the city financial statements, accounts payables, tax report, delinquent tax list, and all board and departmental reports. Deatz seconded. All votes aye.
Deatz moved to approve the utility financial statements, accounts payables, purchased power and water statements, take or pay water use report, water loss reports, Utility Clerk report and City Superintendent report. Stevens seconded. All votes aye.
Paukert made a motion for approval of the FY 2017 City of Rock Port & Municipal Utilities Fund audits. Stevens seconded. All votes aye.

 

Tree ordinances were discussed. The city will put out information regarding these ordinances and it will additionally be discussed with the Mayor’s Community Council.

 

Stevens moved to approve the Citizens Bank & Trust (CB&T) signature card updates. Paukert seconded. All votes aye.
City bank accounts: Chris Chamberlain, Todd Stevens, Trevor Hale, Emily Schulte, Terri McGuire, Brenda Clemens, and Shannon Sherwood
Remove: Ashtin Paris

Remove: Ashtin Paris
Stevens moved to update the signature cards for the safe deposit boxes at CB&T. Deatz seconded. All votes ayes.
Updates to be made on accounts are as follows:
#151: Remove Ashtin Paris from safe deposit box # 151 signature cards and add Emily Schulte. Chris Chamberlain, Todd Stevens, Trevor Hale, and Terri McGuire are currently on the signature card and shall remain on the signature card.
#195: Remove Ashtin Paris from safe deposit box # 195 signature cards and add Emily Schulte. Chris Chamberlain, Todd Stevens, Trevor Hale, and Terri McGuire are currently on the signature card and shall remain on the signature card.
Stevens moved to approve changes to the Bank Midwest accounts. Deatz seconded. All votes aye.
Changes to be made on accounts are as follows:
• Remove Ashtin Paris from signature cards
• Add Emily Schulte to the signature cards
• Brenda Clemens, Terri McGuire, Todd Stevens, Chris Chamberlain, and Trevor Hale are to remain on the signature cards as authorized signers

 

City Clerk Ashtin Paris Higgins presented her resignation. The mayor, aldermen, alderwoman, Chief of Police and deputy clerk all extended their appreciation for her 11 years of dedicated service to the City of Rock Port. Stevens moved to accept Ashtin Paris Higgins’ resignation as the Rock Port City Clerk. Paukert seconded. All votes aye.
Chief of Police Shannon Sherwood reported all full-time officers completed both Looking Beyond the Stop as well as an online MIRMA training.

 

Chief Sherwood reported 502 calls for the month of June which resulted in 72 reports and assistance of other agencies 17 times. The department also issued 21 citations and 13 arrests were made. Alderman Stevens acknowledged the police force for the amount of work they’ve been putting in.

 

City Clerk Ashtin Paris reported that her last day with the City will be Friday, July 20.
Alderwoman Lavon Paukert commended the police department for their role in recently capturing a dangerous individual passing through our area.
Alderman Todd Stevens addressed all the work the maintenance crew has been doing around town.
Deatz moved to adjourn into executive session for personnel matters pursuant to Section 610.021(3) RSMo. Stevens seconded. Roll call vote was taken. Stevens, Deatz and Paukert voted aye. Nay – none. Absent – Taylor.
Deatz moved to adjourn executive session and resume regular session. Paukert seconded. All votes aye.
Deatz moved to approve $500 for years of service be added to Ashtin Paris Higgins’ final paycheck. Paukert seconded. All votes aye.

 

Deatz moved to appoint Emily Schulte as City Clerk at a salaried rate of $38,000. Paukert seconded. All votes aye.
Stevens moved to approve Chief Sherwood’s 2.5% salary increase. Paukert seconded. All votes aye.
Stevens moved to approve advertising for the now vacant deputy clerk position. Deatz seconded. All votes aye.
Mayor Chamberlain wanted to inform everyone that his Community Council will be meeting again in August and all are welcome to attend.
