The Commission met Tuesday, July 24, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

 

Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.

 

At 9:00 a.m. Amy Dowis and Jerri Dearmont with Northwest Missouri Regional Council of Governments were present to discuss a second round of CDBG funding that is available for infrastructure projects with a $500,000 maximum. In Atchison County, Colfax and Templeton Townships are the only ones that are LMI eligible for the funding. After visiting with the commission and Road & Bridge Supervisor Adam Meyer, it was determined that no projects within these two townships would qualify.

 

Road & Bridge Supervisor Meyer presented the final figures for the Road & Bridge Department labor to build the new parking at the sheriff’s office. Total amount for labor and some miscellaneous supplies was $16,700. All concrete and large materials were billed directly to the Sheriff’s Department. A ¾ ton diesel truck with a trade value of $22,300 was moved from the Sheriff’s Department to the Road and Bridge Department as a trade with the balance of $5,600 paid to make up the difference between the cost of the vehicle and the labor. This was an enormous savings to the county. The Commission had bid this project last year and the bid amount was $130,000. The commission is proud to have this work done by the county road and bridge department.

 

Wendell Johnson from Westboro was in to determine if a tube on a closed dirt road one mile east of Westboro belonged to the county or not. He reported that it has rusted and in is need of repair. After research by the Road & Bridge Supervisor it has been determined that it is not a county road and has been closed for over 30 years. Repairs would be the responsibility of the landowner or landowners if it is a shared section of property.
Emergency Management by E911 Director Rhonda Wiley was present to discuss the Code Red Emergency Alert System with the commission. She will invite a representative from Cooper Nuclear Station to attend a meeting with the commission before a decision is made.

 

At 11:00 a.m. Presiding Commissioner Livengood closed the regular session and opened the 2018 Board of Equalization. No citizen members were present. Assessor Lori Jones reported that there were no calls for formal appointments and she presented her informal changes to the board. The commissioners voted unanimously to approve the informal changes as presented.

 

Presiding Commissioner Livengood called for the closing of the 2018 Board of Equalization and opened regular session.

The Commission reviewed the draft Financial Audit Report for the years ending December 31, 2016 and 2017, as presented by the independent auditing firm McBride, Lock & Associates, LLC, of Kansas City, Missouri. The audit report stated no material weaknesses in internal control, no significant internal control deficiencies and no other matters of concern.

 

Road and Bridge Supervisor Adam Meyer reported on department matters and let the commission know that the new road grader had been delivered.

 

Clerk Taylor presented the after Board of Equalization countywide assessed valuations.

The Commission met Tuesday, July 31, 2018, at the Resource Center in Tarkio. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, and South District Commissioner Richard Burke.

 

The commissioners participated in the Atchison County radiological graded drill for Cooper Nuclear Station.
