The Commission met Thursday, August 2, 2018. Present were: North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission. Presiding Commissioner Curtis Livengood was absent.
South District Commissioner Burke called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
Monthly department reports were reviewed and approved.
Road and Bridge Supervisor Adam Meyer was in to discuss bringing a small section of a county road on 210th Street into the CART Program. The commission will go look at it before making a decision. County policy is that any individual landowner who would like to request a section of road be added to the CART Program must first personally meet with the County Commission to make the request. It must then be brought up to county standards at the cost of the landowner, it will then be inspected, and if it meets standards, the commission has the ability to add or decline the request. This section of road was heavily rocked by the wind farm contractors so they could access the site during construction. Roads rocked by the wind farm will not automatically become CART roads due to the added expense it creates for the county.
Clerk Taylor presented the Pitney Bowes NASPO ValuePoint FMV lease agreement for renewal. The commissioners voted to accept the lease as presented for a DM400C Digital Mailing System.

Clerk Taylor reported that all the polling locations were open and the election was going well.
Road & Bridge Supervisor Adam Meyer was in to visit with the commission and set a bid opening date of August 23 at 9:00 a.m. for supplies to build a wash bay at the Fairfax Barn.

The Commission met Thursday, August 9, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
The commissioners toured the Cooper Nuclear Station facility.
Clerk Taylor hosted the presentation led by ACDC Director Monica Bailey; Northwest Workforce Development Board, Lisa Hostetler; Missouri Division of Workforce Development, Melissa Woltkamp and Becky Wiederholt. Atchison County received a certificate of recognition signed by Governor Michael Parson stating that Atchison County has satisfied all the requirements and is being designated a Certified Work Ready Community. Certification of local workforce strengthens that workforce and the prosperity and growth in the community, and, by extension, the State of Missouri. Certification of workplace skills in Atchison County aligns with the economic development needs of the larger region and that of the State of Missouri. Those who have assisted with acquiring this designation are Midwest Data Center/Rock Port Telephone, Community Hospital-Fairfax, Rock Port and Tarkio Schools and Atchison County.

The Commission met with Mr. Jim Hannah at 9:00 a.m. He was requesting that a small section of road on 210th Street be brought into the CART Program. He reported the dirt road was heavily rocked by the wind farm during construction and he would to like to have it remain rock and be a part of the county CART Program. After further discussion about county policy requiring additional tonnage to be added to the program, the commission felt it would be beneficial to discuss this with the Rock Creek Wind Farm before making any further decisions on maintaining areas that are access points to the turbines. They agreed to let Mr. Hannah know what they find out following the discussion.
At 10:00 a.m. the commission met with Trevor Hale, Utility Manager for City of Rock Port, Chad Ottmann, Ottmann Electric, and Bryan Holtmeyer, general contractor, about bid specifications related to a new HVAC system in the courthouse and the electrical needs for the improvement. Mr. Ottmann agreed to draw up the scope of work and have it to the commission by Friday, August 17.
The commission took a conference call from Willow Houston in regards to a road closing. She was upset and felt that it was not closed under the proper statute. Presiding Commissioner Livengood told her all the proper procedures for closing the section according to Section 228.190 RSMo were followed.
Clerk Taylor reported that the final August 7 election results have been certified to the Secretary of State and are on file in her office.
