The Commission met October 9, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, and South District Commissioner Richard Burke. Susette Taylor, Clerk of the Commission, was absent.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed, approved and ordered paid.

Monthly department reports were reviewed and approved.

South District Commissioner Burke was called for jury duty and was required to be in the courtroom for the majority of the commissioners’ session.

Jason Garst stopped in to visit with the commissioners about levee concerns and inquired about contacting the state for assistance through a disaster declaration due to the high volume of water the districts are required to pump.

The Sheriff’s Department reported that they no longer have a need for the Crown Victoria and brought the keys into the commission. The commission will discuss options with Clerk Taylor.

Jason Garst was in to give an update on the levee and drainage conditions and discussed road concerns due to the heavy rains.

Presiding Commissioner Livengood presented the proclamation at Tuesday evening’s Domestic Violence ceremony which was held on the courthouse lawn.

The commission reviewed the amendment to the group flexible purchase payment deferred fixed annuity contract with Nationwide Life Insurance Company. Clerk Taylor had contacted Nationwide to review the options presented and reported to the commission that Option #2 gave the employees who currently invest with Nationwide more options for their investment. The commissioners voted to approve Option #2: Increased Participant Level Exchange and Transfer Limits with Nationwide Life Insurance. The amendment was signed by Presiding Commissioner Livengood.

The commission took a conference call with Randy Arnold, health insurance broker for the county, to discuss renewal rates. He reported he is still negotiating with Blue Cross and will meet with the commission on October 23.

There was no commission meeting October 18, 2018. The commissioners attended the service of Mike Umbarger, long-time Road and Bridge employee.

The Commission met October 23, 2018. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Article VI, Section 6(c) of the Missouri Association of Counties Bylaws requires the county commission to select one delegate from within its membership to serve as the voting delegate at the annual meeting. Presiding Commissioner Livengood was selected by the commission. Atchison County is allotted five additional delegates selected by a majority vote of not less than seven elected officials in the county. Additional voting delegates will be: South District Burke, North District Commissioner Quimby, Assessor Lori Jones, Treasurer Debbie True, and Clerk Taylor.

The commissioners met with department heads and elected officials to discuss the employee health and benefit fair, county holiday party, and upgrades that will be made to the heating and cooling system.

The commission met with Randy Arnold, insurance broker, who presented the 2019 health, dental, vision and life renewal rates. Following review and discussion, the commissioners voted to accept all rates as presented.

The commission then moved to amend the current health self-insurance as follows: The employee will be responsible for the first $500 out-of-pocket; with a copy of the employee’s EOB (Explanation of Benefits) the county will pay the next $2,000 and the employee is responsible for the last $1,500 of the $4,000 deductible. The employee can use dental, vision or health related expenses to request their reimbursement with the appropriate documents.

The commission reviewed the redline Road Use and Maintenance Agreement between the county and Tradewind Energy for the Outlaw Project. The commission agreed with all changes but requested adding language to clarify what shall be done with the clean-up rock at the end of a project and clarify that any dirt roads that are rocked during the project must be to CART standards and approved by the commission prior to being done. Clerk Taylor will relay this information to Mr. Northway and Mr. Bartles.

The commission completed the TAC Priority packet from the Northwest Missouri Regional Council of Governments listing all lettered roads as needing resurfacing and shoulders on Hwy. 59.

The commission approved leaving the county’s current CERF election as is, with the employee paying the 4% contribution.
