The Atchison County Commission met Thursday, September 5, 2019. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Monthly department reports were reviewed and approved.

The commission met with Mandy Rhoades, administrator of Pleasant View Nursing Home, and Jason Burke, Maintenance Supervisor. Mandy reported that Gary Largent, Veterans Service supervisor, will be at Pleasant View on October 3, from 2:00 – 3:00 p.m. to answer questions regarding benefits.

Mandy and Jason then discussed the need to replace a sidewalk at the north end of the building that is used for an emergency exit. They reported that they had a bid, but wanted to see if it was something the county could assist with to reduce the cost. Presiding Commissioner Livengood stated that in a normal year, the answer would be yes, but with the heavy rains and flooding the county did not have the extra manpower at this time. The bid amount for the project was $3,000. The commission told her to move forward with the bid.

Some additional roofing concerns were discussed, as well as renovations they had been able to do to some rooms at the facility. They invited the commission to visit the facility to see the upgrades. The commission will tour the facility on Thursday, September 12.

The commission discussed safety training for all employees and the adoption of safety manuals for each department. Clerk Taylor will organize a meeting for all elected officials and department heads in the upcoming weeks.

The commission discussed the new Flood Recovery Task Force organized by the governor and contacted Representative Allen Andrews to see who the county appointments are to that committee.

Pasture bids were opened and read. Present for the bid opening were Marvin and Gene Southard. Three bids opened and read as follows: Marvin and Gene Southard, $31.50 per acre; Mark McKenney, $50 per acre; and Chad Ottmann, $51.25 per acre. The commission tabled all bids for further discussion.
