The Atchison County Commission met Tuesday, December 17, 2019. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Presiding Commissioner Livengood opened the public budget hearing at 9:00 a.m. to begin preparation of the 2020 budget. No citizens were present for the hearing. Clerk Taylor presented expenditure reports for 2019 with all departments coming in under budget. The commission authorized Clerk Taylor to begin the 2020 budget process. There being no further discussion, the commissioners voted to begin the 2020 budget process and close the public budget hearing.

Clerk Taylor presented a request from the Atchison County Library Board to reappoint Janet Griffin to serve a new four-year term as a library trustee. The commissioners voted to appoint Mrs. Janet Griffin as library trustee January 2020 to January 2024.

Maintenance Supervisor Greg Beck and Troy Mills with J. D. Bishop Construction were present for the following bid openings.

The commission was to open bids at 9:30 a.m. to replace a water line to the sheriff’s office. No bids were received.

At 9:45 a.m. bids were opened and read for drain pipe and curbing replacement at the courthouse. There were two bids: J.D. Bishop Construction, $58,250.00; and TNR Construction, LLC, $55,681.56. The commission took both bids under advisement for review.

At 10:00 a.m. bids were opened and read for replacement of the west steps at the courthouse. There were two bids: J.D. Bishop Construction, $62,035.00; and TNR Construction, LLC, $32,020.22. The commission took both bids under advisement for review.

At 10:15 a.m. bids were opened and read for replacement of the east steps at the courthouse. There were two bids: J.D. Bishop Construction, $41,670.00; and TNR Construction, LLC, $24,489.43. The commission took both bids under advisement for review.

Presiding Commissioner Livengood called for further discussion and inquired if there was anything coming up that would interfere with the construction timeline. There is nothing at this time other than making sure that one set of steps is complete before beginning the other for access to the building. After reviewing all the bids and finding that they all met specifications, the commissioners voted to accept all bids from TNR Construction, LLC.

Clerk Taylor presented the Cooperative Agreement for Northwest Child Support for 2020-2021 and 2022. Barb Klima has reviewed the agreement and contract #ER10220C003 and stated it is ready for signatures from Atchison County. Presiding Commission Livengood signed the agreement as requested and it was forwarded to Circuit Clerk Lorie Hall and Prosecutor Brett Hurst for completion.

Jason Burke, Maintenance Supervisor with Pleasant View Nursing Home, met with the commission and presented an estimate for emergency repairs to the north drive and the facility. The north drive is currently closed due to erosion and is preventing access of delivery trucks. The estimate was from Davis Concrete in the amount of $8,950. The commission discussed the urgent need of the repairs and voted to move forward with the repairs with advertising for bids to the urgent need for access to the facility for deliveries. Mr. Burke was told to contact Mr. Davis and move forward with the needed repairs.

The commission continued budget discussion. The commission approved the 2020 budget request to Children’s Mercy Hospital in the amount of $4,000. Final approval is through the budget approval process.

The commission reviewed the 2020 Legal Services Agreement with Schraeder Law Firm. The commissioners voted to continue the agreement for 2020.
