The Atchison County Commission met Tuesday, February 23, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was in Jefferson City presiding over the monthly board meeting of the Missouri Association of Counties.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

The commission spent the morning inspecting the county.

Atchison County Treasurer Debbie True notified the commission that Smith Cemetery, through Marlene Demott, requested that their CD in the amount of $2,000.00 that has been held by the county be cashed in and turned over to the board. Treasurer True took care of necessary documents.

The Commission met Thursday, February 25, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Debbie Bennett, County Engagement Specialist in Nutrition and Health Education, stopped in to present the commissioners with a copy of the 2020 University of Missouri Extension Atchison County Annual Report. She thanked the commission for the budget approval and included some flyers of upcoming courses that will be offered through the Extension Office.

Rhonda Wiley, E-911 Director, was in to open sealed bids for a 2006 Dodge Dakota 4×4 pickup. Bid notices were placed on Facebook, Craigslist and in the local newspaper. A total of 14 bids were received. The highest bid was submitted by Dennis Wright in the amount of $8,505.00. The commissioners voted unanimously to accept the high bid of $8,505.00. Director Wiley notified Mr. Wright that he was awarded the bid.

Collector Diane Livengood was it to discuss 2014 and 2015 delinquent personal property taxes on the books. She reported that she had reviewed the list and amounts on the lists belonged to individuals who no longer reside within the county or are deceased. She requested approval to outlaw the 2014 delinquent personal property taxes in the amount of $7,838.34 and the 2015 delinquent personal property taxes in the amount of $4,644.27 and remove them from the delinquent list. The commissioners approved her request.

Clerk Taylor was notified by the Northwest Missouri Regional Council of Governments that the Phelps City Drainage District would like to rescind their application in the amount of $136,284 for CDBG Funding. A letter was drafted to Candace Buford with the Missouri Department of Economic Development providing notice of the district’s request. The letter to rescind was signed by Presiding Commissioner Livengood and forwarded to Jerri Dearmont at the Northwest Missouri Regional Council of Governments. The district felt they had to move forward with the project due to the urgency to have it completed by planting season. The requirements for the CDBG funding would drastically delay the project.

The Commission met Tuesday, March 2, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission. North District Commissioner Jim Quimby was absent for jury duty.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Monthly department reports were reviewed and approved by the commission.

Rhonda Wiley, E-911/Emergency Management Director, was in to report that she had received notification from the Missouri 911 Service Board that Atchison County has been approved for a grant award in the amount of $9,162.11 from the Missouri Service Board’s Winter 2021 Financial Assistance Program. The purpose of the award is for a CAD server replacement and it will cover 50% of the cost. Mrs. Wiley applied for the grant and was commended by the commission.

The commission reviewed an agreement with SAM Company to provide 911 map training to the 911 office. After review, the commissioners voted to approve the agreement as presented.

Clerk Taylor notified the commission that Assessor Lori Jones had inquired about having the county flown to provide updated information for their system. She will prepare the bid and specifications for bid opening currently planned for March 23.
