The Atchison County Commission met Tuesday, February 7, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending Great Northwest Day at the Capitol in Jefferson City.

Presiding Commissioner Livengood called the meeting to order.

Road and Bridge Supervisor Kamron Woodring was in to go over an intergovernmental agreement between the City of Rock Port and the county. The commission will review it and place it on the agenda for adoption.

The Atchison County Commission met Thursday, February 16, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was absent.

Presiding Commissioner Livengood called the meeting to order.

Presiding Commissioner Livengood opened a public budgetary hearing to review, adopt and approve amendments to the 2020, 2021, 2022 and 2023 Schedule of Expenditures of Federal Awards (SEFA) reports. Clerk Taylor noted that all the work was now complete on all the disaster reports and now she is able to accurately account for when work was completed. This required amending the SEFA reports to comply with the federal dollars that were spent. The commissioners voted to approve the SEFA budget reports as presented. Clerk Taylor will forward the amended reports to the State Auditor’s office.

The Atchison County Commission met Tuesday, February 21, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

The Atchison County Commission reviewed a funding commitment documentation for the Northwest Missouri Poor/Deficient Bridge Replacement Project between Atchison, Gentry, Holt and Nodaway Counties and the Northwest Missouri Regional Council of Governments authorizing the pursuit of a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Planning Grant for the first phase of a project which entails conducting the planning and pre-construction activities for a regional bridge replacement project. The four counties are requesting that the Northwest Missouri Regional Council of Governments serve as the lead applicant for phase one of the project. The document was reviewed and Amy Dowis with the Regional Council was contacted to address a few questions. The commissioners voted to approve the agreement and have Presiding Commissioner Livengood sign on behalf of Atchison County.

The commission discussed in length the ability to implement a business/marijuana license fee for Atchison County. There are currently no guidelines, so the commission will meet with the Prosecuting Attorney and Sheriff Martin before moving forward for guidance.

Presiding Commissioner Livengood called the meeting to order.

The commission reviewed a request from the SB-40 Board to reappoint Steve Klute, Jill Kingery, and Mandy Ottmann to serve a new three-year term. The commissioners voted to reappoint the members as requested.

Sheriff Dennis Martin was in to discuss the enforcement of implementation of a marijuana dispensary business license. The commission continues to review different options and fee amounts. Sheriff Martin stated his department can enforce any order or resolution of the commission.

Road and Bridge Supervisor Kamron Woodring presented an intergovernmental agreement with the City of Rock Port for providing road maintenance services and application of rock on roads within the city limits. After review, the commissioners voted to approve the agreement.

The commission then moved to the Velma Houts Building to attend Region H Mass Casualty training.
