The City of Fairfax Board of Aldermen held a regular meeting October 21, 2020. The meeting was called to order by Ryan Kingery, Mayor, at 6:30 p.m. Also in attendance were: Kristi Duering, Tabitha Wintz, Beth Graves, and Michael Oswald, aldermen; John Brown, Water Superintendent; Lori Helfers, City Clerk; Danny Kemerling, Treasurer; and Kim Mildward, Northwest Missouri Regional Council of Governments.
The tentative agenda was approved.
Kim Mildward discussed grant options for the city’s street improvements. The city can apply for the Community Development Block Grant which will be due December 31, 2020. The next time the CDBG will be available will be possibly April. Kim left the meeting at 7:10 p.m.
The minutes of the September 16, 2020, meeting were approved, as well as the accounts payable.
New Business
There have been multiple complaints about dogs running at large. The council reviewed the dog ordinance. After discussion it was decided that Lori will talk with the attorney to see what further action can be taken. As for now the council agreed to send out letters with the ordinances attached and highlighted.
Staff Reports
Danny Kemerling presented his treasurer’s report showing that all accounts are in balance.
Lori Helfers reported that she is working on the budget for 2021 and will present a draft at the next council meeting. A short discussion was held about how to pay and document employees who need to be off due to coronavirus. It was decided for now to follow the Department of Labor’s Employee Medical Leave Act.
John Brown reported that the city has been put on a waiting list with Nutriject to clean out the lagoons this fall.
The aldermen voted to go into closed session at 7:50 p.m. for discussion of personnel and personally identifiable information as provided by RSMo 610.021(1, 3, 13). The council returned to open session at 8:00 p.m.
The aldermen voted unanimously to give city employees a 2% raise starting January 2021.
The next meeting is November 18 at 6:30 p.m.
