City of Tarkio Board of Aldermen met Wednesday, February 13, 2019, at 6:00 p.m. The Pledge of Allegiance was conducted. Mayor Morehouse called the regular meeting to order at 6:10 p.m. City Clerk Becky Jones gave roll call: aldermen Scott Poppa and Mike Klosek were present, Andy Riley and Blu Dow were running late. Visitors present were Lori Seymour and Mike Klosek, Sr. City employees present were Chief Tyson Gibbons, Officer Adam Stanton, Officer Jesse Bolin, Street Superintendent Jamie Quimby, building inspector and part-time Parks Dept. Jesse Payne, and Parks Dept./Animal Control Chris Hogue.

The auditor will be here April 29 and 30 to do the 2017-2018 and 2018-2019 audits.

Dow arrived for the meeting at 6:15 p.m.

Lori Seymour was present for Atchison County Development Corporation to speak on the upcoming 1⁄4-cent sales tax and encouraged everyone to vote to renew the 1⁄4 cent sale tax.

Riley arrived at 6:20 p.m.

Mayor Morehouse asked for approval of the minutes of the regular meeting February 13 and special meeting on February 28, 2019, as distributed. The aldermen voted to approve the minutes as distributed.

Morehouse read Bill No. 232.19, Ordinance No. 218.19 by title, An Ordinance Adopting A Budget For The City Of Tarkio’s Fiscal Year April 1, 2019, To March 31, 2020. The aldermen voted to adopt Bill No. 232.19, Ordinance No. 218.19 by title.

Morehouse gave the second reading of Bill No. 232.19, Ordinance No. 218.19 by title. Poppa made a motion to adopt Bill No. 232.19, Ordinance No. 218.19 by title. Riley seconded the motion and the motion passed. Bill 232.19, Ordinance 218.19 is adopted.

Morehouse read Bill No. 233.19, Ordinance No. 219.19 by title, An Ordinance Amending Chapter 605 Business Licenses And Business Regulations, Article I, In General For The City Of Tarkio, Missouri. Riley made a motion to adopt Bill No. 233.19, Ordinance No. 219.19 by title. Poppa seconded the motion and the motion passed.

Morehouse gave the second reading of Bill No. 233.19, Ordinance No. 219.19 by title. Poppa made a motion to adopt. Dow seconded the motion and the motion passed. Bill 233.19, Ordinance 219.19 is adopted.

Department Reports

Blu Dow, Tarkio Fire Department: Fire Chief Shane Bredensteiner found a newer used fill station for $3,085.76 for the departments and the cost will be shared with the Rural Fire Department.

Michael Klosek, City of Tarkio Buildings: The Community Building and the guttering on City Hall are a couple things that need to be checked out in the spring.

Andy Riley, Tarkio Street Department: New cutting edges for the blade and new blade skids on the F350 were ordered. Because of miscommunication we almost ran out of salt, but more has come in. The snow removal portion of the Street Department budget was doubled for next year’s budget. The street matting proposal got postponed until next month. The streets can be better evaluated after the winter weather is done. On March 4, 2019, the brush pile was set on fire. The Street Department removes snow at night, when possible, for safety and with the current manpower this is the best way to work. Also, the salt does not work very well when the temperature gets to about 10 degrees.

Scott Poppa, Parks Department: Reported Jesse Payne was hired for part-time in the Parks Dept., also Craig McAdams LDS was hired to do the baseball field maintenance for 2019.

Chief Gibbons, Tarkio Police Department: Gibbons reported on stops and cases filed.

Chris Hogue, Animal Control: Hogue had no report.

Adam Stanton, Building Inspector: Stanton had no report.

Mayor Timothy Morehouse: Mayor Morehouse had nothing more to add.

Becky Jones, City Financials: Clerk Jones had nothing more to report on the financials.

The board voted to pay the outstanding bills.

The meeting was adjourned at 7:10 p.m. The next regular meeting will be April 10, 2019, at 6:00 p.m.
