The Atchison County Commission met Thursday, January 6, 2022. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved. Bills were reviewed and approved.

Month end department reports were reviewed and approved.

Scott Deatz and Ruth Fox were present to meet with the commission and Road Supervisor Kamron Woodring. Supervisor Woodring had met with Steve Summers to discuss the concerns raised by Mr. and Mrs. Fox about the way the fence was replaced on their property. Both parties agreed that the county would grade and slope the ground as needed and Ameren would replace the fence on the existing line. Details of this arrangement were presented to Mrs. Fox and Mr. Deatz, and they approved. Supervisor Woodring will draft an agreement to be signed by both the county and Ameren outlining the scope of work.

Clerk Taylor then presented a petition from the Phelps City Special Road District for the commission to review. After reviewing the petition and finding the required signatures attached, the commissioners voted to accept the petition and place the issue on the April 5, 2022, ballot.

The following will appear on the ballot: Shall the Phelps City Special Road District of Atchison County levy an additional tax rate of 35 cents on the hundred dollars valuation, for a period of four years? This is a continuation of an existing tax.

The commission did a final review of the 2022 budget.

The Atchison County Commission met Tuesday, January 11, 2022. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Minutes of the previous meeting were read and approved. Bills were reviewed and approved.

The annual county service awards dinner was held Saturday evening at the Rock Port Country Club. Those recognized for years of service for years 2020 and 2021 are as follows: Devon Sons, Mike Vance, Rochelle Moore, Candis Stanton, Elisa Beasing, and Brett Hurst, five years; Jayne Scott and Curtis Livengood, 10 years; John Webster, Deanna Beck, Mark Manchester and Amy Thomas, 15 years; Chris Conn and Becky Hogue, 20 years; and Debbie True, 30 years. Leon Reed, Atchison County Road and Bridge, was recognized for 45 years of service. The Atchison County is honored to have so many employees and elected officials recognized for their service to the county.

The commission adopted the following proclamation in remembrance of Dale Hoeppner.

PROCLAMATION

WHEREAS Atchison County has lost an outstanding co-worker and citizen in the death of Dale Hoeppner, former Atchison County Collector; and

WHEREAS on behalf of Atchison County, we wish to record our deep sorrow over the passing of Dale Hoeppner on January 8, 2022; and

WHEREAS Dale Hoeppner was appointed to the position of Atchison County Collector to fill the unexpired term of Dean Curnutt on November 15, 1989, and was then elected to the position on November 6, 1990. Gaining the support and trust of the citizens, he went on to serve two more terms, before retiring on February 28, 2003. He received the trust and confidence of his colleagues and dedicated a total of 13 years and 3 months of service to the citizens of Atchison County; and

WHEREAS Our County is grateful for his many contributions and work ethic; and

NOW THEREFORE, IN RECOGNITION OF Dale Hoeppner’s contributions to our County and its citizens, we hereby express our deep appreciation for his service to our County and extend to his family our sincere sympathy upon his passing.

Atchison County Commission

Susette Taylor, Atchison County Clerk, presented the 2021 budget for review and final approval. At 9:00 a.m. Presiding Commissioner Livengood opened the final public budgetary hearing according to Section 540.600, RSMo. The were no guests present for the hearing. Following review of all funds with Clerk Taylor, the commissioners voted to accept the 2022 budget as presented.

Clerk Taylor presented the 2022 Children’s Mercy agreement for support. The commissioners voted to allocate $4,000.00 for the 2022 agreement.

The commission reviewed the bid for 2022 liability insurance coverage. The commissioners voted to accept the bid for 2022 coverage exempting the terrorism coverage, which is only allowed as a claimed if the terrorism is a Presidential Declaration.

Road Supervisor Kamron Woodring reported that the septic system at the Rock Port Barn is not working and backing up into the building. They have had it cleaned and it still is not working. Due to the emergency nature of the issue, the commissioners voted to allow Supervisor Woodring to move forward with the needed repairs without advertising for a bid but solicit phone bids for the lowest and fastest repair.

The Atchison County Commission met Thursday, January 13, 2022. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby.

Susette Taylor, Clerk of the Commission, was attending the Association and Executives Directors meeting in Washington, D.C., sponsored by the National Association of Executives. The National Council of County Association Executives provides a vehicle through which its membership improves the administration of the various associations of counties and associations of county officials and a forum through which members meet and exchange information of importance. Additionally, it assists, in accordance with the policy determinations of the council, the National Association of Counties in its efforts to promote and improve county government. The meeting provided a great opportunity to connect with fellow county and state association leaders. The meeting focused on leadership development, policy discussions and networking opportunities.

Bills were reviewed and approved.

North District Commissioner Quimby attended the Solid Waste meeting on Wednesday, January 12, in Maryville.

The commission reviewed estimates on repairs to a sheriff’s vehicle. They will discuss the matter further with Sheriff Martin.

Road and Bride Supervisor Woodring met with the commission to discuss department matters.
