The City of Fairfax Board of Aldermen held a regular meeting January 19, 2022. Mayor Ryan Kingery called the meeting to order at 6:30 p.m. Also in attendance were: Debra Wyatt, Tabitha Wintz, and Kristi Duering, Aldermen; Steve Stevens, employee; Danny Kemerling, Treasurer; and Jerri Dearmont, Northwest Missouri Regional Council of Governments. Lori Helfers, City Clerk, and Michael Oswald, alderman, were absent. Marilyn Reed joined meeting at 7:00 p.m.
The tentative agenda was approved. The regular minutes of December 15, 2021, and accounts payable were also approved.
Executive Director Dearmont was present to go over the final draft of the street grant.
Mayor Kingery read Bill #2022-19 and ordinance #2022-01-1561, An Ordinance Providing Fair Housing for the City of Fairfax, Missouri. Defines Discriminatory Housing Practices, and Creates a Fair Housing Committee.
The aldermen voted unanimously to approve Bill #2022-19 and Ordinance #2022-01-1561.
Mayor Kingery read a resolution of excessive force during civil rights disturbances. The resolution was approved.
Marilyn Reed notarized all papers for the grant application and then left the meeting.
The annual review of the protection agreement between Fairfax Rural Fire Protection District and the city was discussed with rural board member Danny Kemerling.
Old Business
Christmas lights for downtown were discussed. Deb Wyatt and Kristi Duering will be on a committee with two representatives of the Fairfax Improvement Foundation to research new lights and banners.
Staff Reports
Reports were given by the treasurer and employee Steve Stevens. The clerk’s report was read in her absence. Steve reported a new snow blade will be here January 25. The aldermen voted to sell the old blade.
It was the consensus of the council to purchase a cutting torch with cart and supplies from Dixie Stoner. Lagoon work is continuing as weather permits.
The aldermen voted to go into executive session at 8:00 p.m. The executive session adjourned at 8:16 p.m.
The regular meeting adjourned at 8:20 p.m. The next meeting will be February 23, 2022.
