The Atchison County Commission met Thursday, March 6, 2025. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending the National Association of Counties Legislative Conference where she sits on the Agriculture and Rural Affairs Committee.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Monthly department reports were reviewed and approved.
The following proclamation was adopted in honor of Paul Lester:
PROCLAMATION
WHEREAS, on behalf of the County of Atchison, we wish to record our deep sorrow over the passing of Paul Lester; and
WHEREAS, Paul Lester faithfully served the citizens of Atchison County from 1981 to 2003; and
WHEREAS, during his employment with the county, he served as the Atchison County Road and Bridger Supervisor, overseeing the county’s 647 miles of road and 119 bridges; and
WHEREAS; Paul Lester achieved both national and local recognition, while gaining the respect of his colleagues, employees and the citizens of Atchison County for his leadership; and
NOW, THEREFORE, the County of Atchison, in recognition of Paul Lester’s many contributions to our county, and its citizens, hereby expresses its deep appreciation for his service to our county and extends to his family our sincere sympathy upon his passing.

At 9:00 a.m. bids were opened and read to provide aerial photography updates for the assessor’s office. The only bid received was from Eagle View Aerial Photography of Rochester, New York. Assessor Rochelle Long was out of the office for a meeting, so the commissioners voted to table the bid to allow her time to review the bid for specifications.
The commissioners reviewed a request from ACDC Director Monica Bailey to appoint Craig Livengood and Bill Smith to each serve a new four-year term on the TIF Board. The commissioners voted to approve the appointments.
The administrative health care proposal with Auxiant for 2025 was reviewed and approved. Auxiant will administer health care claims on behalf of the county.
Rhonda Wiley, Emergency Management Director, was in to present the Region H hazmat agreement for review and approval. There was a difference between the invoice and the agreement price that Rhonda will get corrected. After review, the commissioners voted to approve and continue the agreement for 2025.
Megan Twyman, administrator with Pleasant View Nursing Home, was in to provide an update on the facility.
