The Atchison County Commission met Thursday, March 13, 2025. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Monthly department reports were reviewed and approved.

At 9:00 a.m. Mark Manchester, Assistant Emergency Management Director, was present for the bid opening of a new vehicle for the department. There was one bid from Don Brown Chevrolet of St. Louis, Missouri, for $53,386.00 for a 2025 Chevrolet Tahoe 4WD. ESU Pursuits had previously supplied a quote, which they claim to be a state qualifying bid, but the county is waiting on the proper documentation before making any decisions. The commissioners voted to table the bid to allow Director Wiley time to review the bid specifications and to see if ESU Pursuits will be an acceptable quote.

Assessor Rochelle Long was in to review the aerial photography bid that was opened and tabled at the last meeting. Assessor Long reported that the bid met specifications and outlined what enhanced photography would do for Atchison County. After reviewing the commissioners voted to accept the bid from Eagleview for 3-inch oblique and ortho inside the city limits and 3-inch ortho in the rural areas of the county with payments over a two year period of $27,631.00 in 2025 and the balance of $27,631.00 in 2026. This will include the software and a disaster response program.

Road and Bridge Supervisor Kenny Wallace and office assistant Allison Cherry met with the commission to discuss consultant selection for BRO-R003002 which will involve repairing scour issues to three separate bridges. The pre-negotiation estimate was prepared and submitted to MoDOT, and the county will now move forward with selecting a consultant.

The 2025 CART agreement was reviewed and signed by the commission.
