The Rock Port Board of Aldermen met Thursday, December 1, 2016 at 6:30 p.m. with Mayor Jeff Seaman presiding. Present were Aldermen Chris Chamberlain, Tim Taylor, Shawn Shineman and Todd Stevens. Also present were City Superintendent Trevor Hale, Utility Clerk Terri McGuire, Chief of Police Shannon Sherwood and City Clerk Ashtin Paris.
Shineman moved to approve the meeting agenda. Chamberlain seconded. All votes aye.
Chamberlain moved to approve the dental and vision insurance renewal rates. Stevens seconded. All votes aye.
Taylor moved to approve the revision to Employee Policy Manual 2-15 Paid Holidays. Stevens seconded. All votes aye.
The 2017 RPMU and City budgets were reviewed.
Clerk Paris reported that the MIRMA bylaws indicate a letter must be sent to the Executive Director if the City is dissatisfied with the outcome of a claim. The board requested a letter be sent to the Executive Director regarding the City’s dissatisfaction with the claim denial and request the claim be paid.
Stevens moved to adjourn into executive session for personnel matters pursuant to Section 610.021(13) RSMo. Chamberlain seconded. Roll call vote was taken. Stevens, Chamberlain, Shineman & Taylor voted aye. Nay – none. Absent – none.
Taylor moved to adjourn executive session and resume special session. Stevens seconded. All votes aye.
Taylor moved to approve 2017 City & RPMU budgets and wages as proposed. Shineman seconded. All votes aye.
Chamberlain exited the meeting.
Stevens recommended putting something in the paper about the compost site and brush pile including what is appropriate to put at each location, fines for illegal dumping, and notice of cameras on site. Hale reported that he spoke with W.C. Farmer about publishing a compost/brush pile article.
Clerk Paris reported on plans for the merger of the City of Rock Port and Rock Port Municipal Utilities. Currently the city and utilities are operating as two separate entities with separate tax ID numbers. Step one is to dissolve the RPMU tax ID numbers and step two is to move all payroll to the Sequoyah Software system. Clerk McGuire will handle all payroll tasks for the City employees. The merger will take place in step intervals during 2017 with a target completion date of January 1, 2018. This merger will allow for restructuring of staff and distribution of job duties and tasks, resulting in increased efficiency.
The board asked if snow removal equipment is ready for winter. Hale reported that all snow removal equipment is ready. The chat spreader is on the Ford pickup, plow blades have been prepped, the salt brine machine and snow blower are ready, and all equipment has been inspected. Product purchase will be minimal due to greater efficiencies in application.
Stevens moved to adjourn. Shineman seconded. All votes aye.
