The Fairfax R-3 School Board of Education held a regular board meeting October 20, 2016. Present were: Deanna Beck, Doug Miller, Chris Smith, Josh Oswald, Jon Graves, and Mike Lewis, board members; Michael Garrett, superintendent; Dustin Barnes, principal; Karen Burke, secretary; and Libby Lotter, Twilla Clark, Debra Wyatt, Pam Simanek, Jennifer Blakeman, Melissa Graves and Donna Million, CTA representatives.
COMMUNICATIONS–
Angela Garrison spoke to the board about a concern she had with group punishments. She expressed her opinion on how it is unfair to punish those who have no involvement in the punishing situation. She also discussed teachers’ methods of grading and giving second chances. The board advised Angela that they would discuss this and get back to her in a timely manner.
AGENDA–
Board members voted to approve the agenda as presented.
MINUTES & FINANCIAL REPORT/MONTHLY RECONCILIATION–
Board members reviewed the minutes from the September 15 regular and executive meetings. They also reviewed the financial report and the monthly reconciliation report indicating a liquid balance of $423,460.64 as of September 30, 2016. Dr. Garrett reviewed the fund balance with the board, indicating a total balance of all institutions at $665,736.17 as of October 20, 2016.
PAYMENT OF BILLS–
The October monthly bills in the amount of $105,503.86 were reviewed and approved for payment.
K-12 PRINCIPAL’S
REPORT–
Mr. Barnes handed out the 2016 APR (Annual Performance Report) scores for local districts and reviewed the summary report with the board. Fairfax’s preliminary report is 100%.
SUPERINTENDENT’S
REPORT–
Fairfax has had a significant increase in transportation (mileage, wages and practices) and the school needs to try and keep trips limited. Scheduling has been a rough learning experience for all involved. Dr. Garrett said they are looking into possibly leasing.
The food service review will be onsite November 17. Much paperwork has been required prior to the upcoming review.
Fairfax received 100% on the Annual Performance Report (APR) for the third consecutive year. Teachers and staff will be celebrating on Wednesday during Professional Development Day.
Cara Davis’ husband, Johnny Davis, and his company have donated signs to put up around the building to help with directions and entrances.
A spreadsheet has been prepared for expenses related to the sports co-op with Tarkio. Fairfax owes approximately $14,000. Fairfax and Tarkio will settle up at the end of the year once exact numbers have been obtained.
CONSENT AGENDA–
Board members voted to approve the consent agenda.
OLD BUSINESS–
Board members voted unanimously to approve Policy 4330 (Holidays and Vacation) as written.
NEW BUSINESS–
A paging system to reach all parts of the building is needed. Board members voted unanimously to accept Midwest Data Center’s quote for the paging system.
Board members voted unanimously to increase certified support employees’ maximum number of cumulative sick leave days to 90.
Jason Brown has donated $1,500 to the school to use as needed. It has been earmarked for work in the junior stand area. Board members voted unanimously to accept the donation.
Libby Lotter presented the Professional Development budget to the school board. Board members voted unanimously to approve the PD budget as presented.
A location for prom was recommended and approved by board members.
ANNOUNCEMENTS/
MISCELLANEOUS–
The next regular board meeting will be Thursday, November 17, 2016, at 6:30 p.m. in the library.
Board members then voted to go into executive session as allowed by the Revised Statutes of Missouri 610.021.3 and 610.021.6.
