The Atchison County commissioners traveled to Clinton County September 15, for the Northwest Commission meeting.
The Atchison County Commission met September 20, 22, and 27, 2016, at the Atchison County Courthouse in Rock Port, Missouri.
SEPTEMBER 20–
Present were: Curtis Livengood, Presiding Commissioner; David P. Chapin, North District Commissioner; and Richard Burke, South District Commissioner. Susette Taylor, Clerk of the Commission, was attending annual clerk training.
Steve Joesting was present to observe.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
The commissioners reviewed and approved a request for liquor licenses from River Rock Lanes.
Greg Beck, Maintenance Supervisor, was in to discuss some maintenance concerns.
The commissioners traveled to inspect a section of land they will purchase from Jerry Brown Inc. for a road project that Atchison and Holt County are sharing.
SEPTEMBER 22–

Bills were reviewed, approved and ordered paid
Deputy Deanna Beck reviewed updates to the employee handbook with the commissioners. All changes were approved as presented. A new copy of the handbook will be printed and copies given to all employees.
SEPTEMBER 27–

Bills were reviewed, approved and ordered paid.
Clerk Taylor participated in a conference call related to the Rock Creek Wind Project with the following: Monica Bailey, ACDC Director; Lori Jones, Assessor; Thomas Kucharski, CPA Senior Tax Director with Enel Green Power North American, Inc.; and several other contractors and representatives. The discussion was focused around the sales tax provisions within the Economic Development Agreement for the project and use tax to be paid on personal property purchased outside the state of Missouri and delivered to Atchison County.
Greg Beck presented an estimate not to exceed $4,500 for an erosion concern on the northwest corner of the bank along the Courthouse. The commissioners voted to immediately proceed with the repair due to the emergency nature of the erosion.
Adam Meyer, Road and Bridge Supervisor, was in to discuss department matters.
The commissioners reviewed a proclamation in awareness of Domestic Violence Week, and voted to approve the proclamation as presented. The proclamation will be presented at the Domestic Violence Awareness ceremony October 5 at the courthouse.
The commissioners reviewed a proclamation in honor of Geography Awareness Week, and voted to approve the proclamation as presented.
Rhonda Wiley, Emergency Management Director, was in to seek approval of new emergency back-up batteries for E-9-1-1. She had two quotes, but the commissioners requested an additional quote from Ottmann Electric. Mr. Ottmann was contacted and will provide the additional quote which will include three more batteries than his original quote.
Director Wiley also requested approval to move forward with updating the Emergency Medical Dispatch cards with a new digital system at a cost of $608 with an annual maintenance fee of $44. The commissioners approved the upgrade, but asked to be notified if any new equipment is needed.
