The Commission met on Thursday, January 26, 2017, this being the 8th day of the regular January term. Present were: Presiding Commissioner Curtis Livengood; North District Commissioner Jim Quimby; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Curtis Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed, approved and ordered paid.
South District Commissioner Richard Burke reported that he attended the Community Service Board meeting in Maryville on Wednesday evening, January 25th.
Emergency Management Director Rhonda Wiley was presented the 2017 HAZMAT Agreement for review and final approval. The agreement gives Atchison County the ability to utilize the Emergency HAZMAT Team if needed. North District Commissioner Jim Quimby made a motion to approve the Agreement in the amount of $1,421.00. Motion was seconded by South District Commissioner Richard Burke. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to approve the 2017 HAZMAT Agreement as presented was as follows: Quimby – yes; Burke – yes and Livengood – yes.
Rhonda then reported that she is currently not able to complete a 911 address request due to a software complication. Following extended conversation, the commission felt that due to the amount of funds that would be required to maintain the addressing at the 911 office, it should be moved back to the Assessor’s Office. They agreed to visit with Assessor Lori Jones about the matter.
Jim Crawford, University Extension Office, presented the commission with a copy of 2016 MU Extension Council Annual Report and the 2016 Graves – Chapple Research Center Annual Report.
He invited the commission to attend the 2017 Annual meeting which will be held at 6:00 p.m. February 7th at the Extension Office.
The Commission appointed Jim Quimby to represent the Commission on the Extension Council Board of Directors, which will meet the first Tuesday of each month.
Clerk Taylor presented an amendment to Section 8-2 (Compensation for worked Holidays). The amendment was a clarification to the original language as to how holidays would be viewed between county departments. South District Commissioner Richard Burke made a motion to approve the amendment as presented. North District Commissioner Jim Quimby seconded the motion. Presiding Commissioner Livengood called for discussion, there being none, a roll call vote to approve the amendment was as follows: Burke – yes; Quimby – yes and Livengood – yes. The amended section will be forwarded to all employees.
The Commission visited with Assessor Lori Jones about moving the 911 addressing back to her office due to financial concerns related to software issues. She agreed to look into the matter with Rhonda and report back to the commission if they found a problem.

The Commission met on Tuesday, January 31, 2017, this being the 9th day of the regular January term. Present were: Presiding Commissioner Curtis Livengood; South District Commissioner Richard Burke; and Susette Taylor, Clerk of the Commission. North District Commissioner Jim Quimby was representing Atchison County at Great Northwest Day in Jefferson City.

Road and Bridge Supervisor Adam Meyer, was present to request approval to move forward with the state bid process to purchase a new pickup for the department. The commission reviewed the state bid and approved moving forward with placing the order as it was approved with his 2017 budget.
Mr. Jason Garst representing the Atchison County Levee District was present to conduct a review of the meeting held with representatives from Senator McCaskill’s Office, Senator Blunt’s Office; Congressman Graves, Office and Senator Dan Hegeman. The commission realizes the increased pressure that new regulations related to inspections with the Corps of Engineers has placed on the district and would like to offer support if needed.
Clerk Taylor reported that payment was received from Northwest Electric to lease a section of land adjacent to the old landfill site. The commission finalized the Commercial Lease Agreement with Northwest Electric.
Attorney Brett Hurst was in to present the final Real Estate Purchase Agreement & Escrow Instructions between Jerry Brown, Inc., and Atchison County. Documents were signed by Presiding Commissioner Curtis Livengood as authorized by the Certified Order of the Commission on the 10th day of November, 2016. A check in the amount of $12,150 was presented to Brett Hurst Escrow for land purchase and $217.08 for the closing.
Presiding Commissioner Livengood attended the Northwest Missouri Regional Council of Governments monthly meeting on Thursday evening, January 26th.
