The City of Fairfax Board of Aldermen held a regular meeting March 20, 2019. The meeting was called to order by Michael Oswald, Alderman. Others in attendance were: Kristi Duering, Beth Graves, and Tabitha Wintz, Aldermen; John Brown, Water Superintendent; Kristy McDonald, City Clerk; Danny Kemerling, Treasurer; Monica Bailey, ACDC; Larry Wilson, Liberty Utilities; and Ryan Kingery, Mayor.

The aldermen approved the tentative agenda. They also approved the minutes of the regular meeting February 20, 2019.

VISITOR

PRESENTATION–

Monica Bailey with Atchison County Development Corporation was present to discuss the renewal of the economic development sales tax that is on the April ballot.

Larry Wilson with Liberty Utilities was present to discuss the renewal of the city’s franchise tax agreement.

Bill #2019-01 titled: “An ordinance granting a franchise by the city of Fairfax, County of Atchison, Missouri, to Liberty Utilities, the right to furnish, sell and distribute gas to the city and to all persons, businesses and industries within the city and the right to acquire, construct, install, locate, maintain, operate, and extend into, within and through said city all facilities reasonably necessary to furnish, sell and distribute gas to the city and to all persons, businesses and industries within the city and in the territory adjacent thereto and the right to make reasonable use of all streets and other public places as may be necessary, and fixing the terms and conditions thereof” was read by title. The aldermen voted unanimously to approve Bill #2019-01.

The bill was read by title only a second time. The aldermen voted unanimously to approve Bill #2019-01. Bill #2019-01 was assigned Ordinance #2019-01-1551.

There was discussion about a city-wide clean-up day. Residents will be notifed when more information is available.

The aldermen voted to approve accounts payable.

STAFF REPORTS–

Danny Kemerling presented his Treasurer’s report showing that all accounts are in balance.

Kristy McDonald asked the council if they would like to have city-wide garage sale day on May 4 in conjunction with Tarkio and Rock Port. The council was in agreement with that.

The next city council meeting will be April 17. A public hearing will also be held to discuss the Community Development Block Grant application.

John Brown discussed different options to work on the city streets and potholes. The city will not know if it is approved for the Community Development Block Grant until fall so something will need to be done in the meantime. After some discussion it was agreed to move forward with the original plan of milling and rocking some of the streets. John will work on getting the equipment together to start on that project.

John and Steve will both be at a conference in St. Joseph April 4. They will earn credit for their water/wastewater certifications.

He also reported that the Fire Department is opening the Community Room for anyone that needs shelter from the flood.

Ryan Kingery gave his report from the Northwest Missouri Regional Council of Governments meeting that he attended this month.

The next meeting is April 17 at 6:30 p.m.
