The City of Fairfax Board of Aldermen held a regular meeting February 19, 2020. The meeting was called to order by Mayor Ryan Kingery at 6:30 p.m. Also in attendance were: Kristi Duering, Michael Oswald, and Tabitha Wintz, aldermen; John Brown, Water Superintendent; Lori Helfers, City Clerk; and Danny Kemerling, Treasurer. Visitors included Matt Larson, Ashley Grossman, and Jerri Dearmont, Northwest Missouri Regional Council of Governments.
The tentative agenda was approved unanimously.
Visitors/ Public Forum:
Brett Johnson and Ashley Grossman petitioned the council to close the alley that runs through Lots 7 and 8 of the Fifth Addition giving utility easement rights. They purchased both lots in 2019. This was approved by the city council, all at the expense of the landowner.
Matt Larson presented building plans for a 40’ x 30’ steel building, concrete pad and a chain link fence. The council approved the building permit.
Jerri Dearmont, representing the Northwest Missouri Regional Council of Governments, was present to discuss the CDBG grant scoring for the city for street improvements. The city can apply for the grant again in July. They will need to get an engineering firm to do some updating on the PER report and work with Jerri on updating the grant application.
The minutes of the regular meeting January 15, 2020, were approved unanimously.
Accounts payable was also approved unanimously.
Bill #2020-13: An ordinance vacating and discontinuing use of a public alley at 202 N. 6th Street, a strip of land, originally platted as an alley, 20’ x 152’ that sits between Lots seven and eight of the Fifth Addition of the City of Fairfax, Missouri, was read by title by Ryan Kingery.
The aldermen voted to approve Bill #2020-13. Bill #2020-13 was assigned Ordinance #2020-0-0157.
There was a brief discussion regarding properties that need to be cleaned up and the fines that are in place.
Lori will call the City Attorney to see if fines for ordinance violations can be raised. She will work on getting a list of residents’ addresses for the council. The council would like to start a quarterly watch list on ordinance violations/violators.
Staff Reports:
Danny Kemerling presented his treasurer’s report showing that all accounts are in balance.
It is time to pay the Rural Fire Department per agreement. The council approved the payment.
Mike Hawkins, Oswald Crow Agency, has asked to discuss insurance with the council. The council will meet with him at the next meeting.
The Fairfax C-Store / Torrey Pines was issued a liquor and tobacco license on February 2, 2020.
John Brown gave a report on current sewer and street issues that they are currently working on. John will attend the MWWC conference April 1 and 2.
A new pH probe was purchased.
DNR has approved the waste water permit. Before the next permit the city will need to look into making upgrades to the lagoons.
