The City of Tarkio Board of Aldermen met Wednesday, October 14, 2020, at 6:00 p.m. Roll call was done by Tarkio City Clerk Rebecca Jones: aldermen Scott Poppa, Mike Klosek, Andy Riley and Blu Dow were present. City employees present were Street Superintendent James Quimby, Park Superintendent Chris Hogue, Police Chief Tyson Gibbons by Zoom, Officer Adam Stanton, Officer Tyler Dorrell by Zoom, and Officer Georgia Houghton by Zoom. Visitors included Mike Klosek Sr., Junior Hines, and KC Hines.

The September 9 regular meeting were approved as distributed.

Mr. Hines asked the board if they were interested in selling land south of the ball field to place a horse on. The consensus of the board was not to sell the property, as the Park Board has other plans for the area.

Jeff Arp from the city’s insurance group, Missouri Intergovernmental Risk Management Association, attended the meeting to present a plaque for the grant awarded to the Tarkio Police Department. The department received $1,593 to go toward a purchase of an in-car camera.

The city put out for bid the Solid Waste Pick-up for Tarkio. Two area sanitation companies picked up specifications and requested to go over the specifications with the Mayor and board. The bid opening has been rescheduled and reposted to be opened Wednesday, November 4, 2020, at 6:00 p.m. at the regular meeting.

Resolution 63.20 to Move Banking Business to move bank accounts, due to one local bank closing. Mayor recommends keeping all banking within the city limits of Tarkio. The aldermen voted to approve Resolution 63.20. All banking will be moved from US Bank to Farmers State Bank in Tarkio.

Shall the city open a new drainage account for the street and the PayPal transfer accounts for parks? The consensus was to close the drainage account and let the Parks Department make the decision to re-open the PayPal transfer account.

Blu Dow reported that the replacement pillars have been ordered for the Tarkio Community Building. Danny McCoy has not made it by to look at the inside work that needs to be done to complete the front door way area at City Hall.

Mike Klosek had nothing to report for the fire department.

Andy Riley reported that Friendship Day has been cancelled and the Park and Recreation Department will be taking over the Halloween Parade from the Chamber of Commerce. The Halloween Parade will be October 31, 2020, with registration beginning at 3:30 p.m.

Chris Hogue reported that ACCO Company had been to the pool to check out the mushroom device in the shallow area of the pool. They will be getting an estimate on how much it will be to fix it.

Jamie Quimby gave the report for the Street Department. There were no major equipment repairs. He has prepared a list of Tarkio City-Wide Clean-up Week rules and he asked everyone to take the time to read them and make any changes. The street department workers continue to social distance as much as possible. The majority of low hanging limbs have been addressed at this time. The new maintenance building structure is complete, and wiring supplies have been purchased for electrical work. Jamie would like to rent a scissor lift to help with hanging the electrical. The cost is around $700. The lift is for safety purposes and will make wiring and hanging lighting much more efficient. The natural gas will be run to the building this week or next. Jamie has contacted Morton about the timetable for overhead doors to be installed, and he will be contacted on Monday, October 19, with a definite date. Because of the very dry conditions and Atchison County burn ban in Atchison County, the compost pile has not been burned. The parking lines on Main Street have been painted. Winter prep at Sycamore RV Park has started and the insulation around the hydrants has been replaced. There are barrels available to cover the hydrants once cold weather gets here, and they will plug in the hydrant heaters at that time. The salt and chat has been mixed for this winter and he has made sure that there is salt available for use this winter. They will be checking the snow blades and equipment to assure that it is ready in the very near future. There has been one tube installed and one that was added onto in the last month. The signs for school drop-off have been installed. The sign at the corner of 3rd and Walnut is broken off. They dug up the cement that it was set in and reset a new post and reinstalled the sign.

The city does not own the property that the rip rap pile is located on and the property owner has told the city that he no longer wants any cement, brick, etc. placed here any longer. Jamie is looking into avenues to get rid of what is there. Some of the pieces located there are now too large for the city’s equipment to load and Jamie is not sure that he can persuade anyone into taking them anyway. Jamie proposed that the city start a new rip rap pile on the lot where the old leaf pile was, with signage listing rules of use and cameras placed to assure that rules are adhered to. The rules would be: material from within the city limits only; no rebar protruding more than 3 inches; nothing over 6 inches thick; and no pieces larger than 5 ft. by 5 ft.

Chief Gibbons gave his report of stops and cases. There were no questions of Gibbons’ report. Gibbons gave the board information on Officer Adam Stanton’s resignation as of October 17, 2020. Riley made a motion to accept Stanton’s resignation. Dow seconded the motion, three ayes voted to accept and one nay vote was cast.

Adam Stanton gave his report on buildings. He mentioned a shed being put on the lot at 4th and College streets.

Clerk Jones asked the board if they had any questions on the financials and no questions were asked.

The board voted to pay the outstanding bills.

The meeting moved into executive session: Per Chapter 610.021, (3) Hiring, firing, disciplining or promoting a particular employee, etc. The meeting later moved out of executive session. The meeting was adjourned at 7:50 p.m.

The City of Tarkio Board of Aldermen met in special session Monday, October 19, 2020, at 5:30 p.m. Mayor Morehouse called the meeting to order at 5:38 p.m. Roll call was done by Clerk Rebecca Jones: aldermen Riley and Dow were present and Poppa and Klosek were absent. The mayor and board members present went over the bid specifications for the solid waste pick-up bidding. The meeting was adjourned at 6:20 p.m.
