SPECIAL MEETING
The City of Tarkio Board of Aldermen held a special meeting Thursday, December 3, 2020. The Pledge of Allegiance was conducted at 6:00 p.m. Roll call was done by Tarkio City Clerk Rebecca Jones: aldermen Blu Dow, Mike Klosek, Scott Poppa, and Andy Riley were all present.
Riley requested to add the K-9 temporary stay to the agenda.
Poppa made a motion to go into executive session per Chapter 610.021 Hiring, firing, disciplining or promoting a particular employee, etc. Riley seconded the motion. Applications were reviewed to pick for interviewing. The meeting came out of executive session.
Officer Tyler Dorrel’s pay for K-9 handler was discussed. Riley made a motion to increase Dorrel’s pay $4,000 per year on December 12, 2020. Poppa seconded the motion and three ayes voted to increase the pay and one nay was cast for the vote. The motion and second passed.
Dow left the meeting at 6:35 p.m.
Mayor Morehouse asked for approval of 2020 Tarkio Volunteer Firemen’s yearly pay as listed. Riley made a motion to approve the yearly pay for the Tarkio Volunteer Fire Department for 2020. Poppa seconded the motion and three ayes voted to accept the motion and second. Firemen pay is approved.
Mayor Morehouse asked the board to approve yearly salary incentive pay to employees as presented. Klosek made a motion to pay salary incentives as listed, new amounts posted for new and one part-time. Riley seconded the motion and three ayes voted to accept the motion and the second. The motion passed.
The aldermen voted to approve the payment of the outstanding bills and then the meeting was adjourned at 7:30 p.m. The next regular meeting was scheduled for December 9, 2020.
REGULAR MEETING
The City of Tarkio Board of Aldermen met Wednesday, December 9, 2020. The Pledge of Allegiance was conducted at 6:00 p.m. Roll call was done by Clerk Rebecca Jones: aldermen Riley, Dow, Klosek and Poppa were all present. Visitors present were Street Superintendent Jamie Quimby, Animal Control Supervisor Chris Hogue and Building Inspector Jesse Payne.
Mayor Morehouse asked for the approval of the regular meeting minutes of November 4, and special meeting of November 18, 2020, as distributed. The aldermen voted to approve the minutes.
Election filing for Northward and Southward Aldermen for the April 6, 2021, General Election will begin December 15, 2020, at 8:00 a.m. and end January 19, 2021, at 5:00 p.m.
Mayor Morehouse asked for approval for the 2021 liquor licenses as listed:
• Casey’s – Intoxicating liquor original package, not to be consumed on premises, Sunday sales included, $450.00
• Tarkio Golf Club, Inc. – 5% beer to be consumed on premises, Sunday sales included, $75.00
• Dollar General – Original package, no Sunday sales, $150.00
• Hy-Vee – Intoxicating liquor original package, not to be consumed on premises, Sunday sales included, $450.00
• My Store 3 – Intoxicating liquor original package, not to be consumed on premises, Sunday sales included, $450.00
• 1887 Bar and Grill – In-tox-icating liquor (all kinds) – by drink, $450.00
• Bri’s Place – Intoxicating liquor (all kinds) – by drink, $450.00.
Poppa made a motion to approve all of the 2021 liquor licenses listed. Klosek seconded the motion and four ayes voted to approve the motion and second. All liquor licenses were approved for 2021.
Mayor Morehouse asked for approval of the Tarkio Volunteer Fire Department Officers’ 2021 election: Fire Chief, Shane Bredensteiner; 1st Assistant Chief, Keaton Shaw; 2nd Assistant Chief, Mike Shaw; president, Allen Wennihan; vice-president, Craig Vance; secretary/treasurer, Curtis Evans; board member at large, Kevin Sundermann; and training officer, Brett Reeves. The aldermen all voted to approve the fire department’s election of officers for 2021.
Department Reports
Blu Dow, City Buildings – The front door area has been taken care of and the rail is attached. The wall may be painted at a later time.
Michael Klosek, Fire Department – Klosek had nothing to report.
Andy Riley, Parks & Pool – Riley asked if ACCO had responded to how much it would take to fix the pump on the mushroom at the pool. Hogue had not heard back from ACCO, but will be checking on it.
Scott Poppa, City Streets – Quimby’s report: “There were no major repairs in November. We still continue to social distance when possible. The new maintenance building has made a lot of progress; one of the furnaces is installed and running, the second one was missing a part for the hanger and it is back-ordered. The plumbing has all been installed. Meek & Sons Plumbing & Heating is now waiting on us to get the wiring and drywall work done in the office so that they can finish the plumbing work. The conduit work is progressing, the lift has been delivered and we will start wiring the lights. There have been a few people from the public stop by and look at what is going on and they all seem pleased with what we are doing. The brush pile has been burned. We will move pieces that have not burned onto hot spots and try to get it to all burn. Atchison County has started removing cement from this area. Evergy has assisted in putting the Christmas decorations up on Main Street. Sycamore R-V Park has had some issues with water freezing, hopefully we have this taken care of. We provided assistance to the Tarkio Board of Public Works in replacing a fire hydrant that started leaking. We also assisted in moving material for them on a water leak repair in the alley behind the post office.”
Chris Hogue, Animal Control – The pound has not had any animals for a few months.
Tyson Gibbons, Police Department – Tyson was not present, no report.
Timothy Morehouse, Mayor – Mayor Morehouse reported that Mr. Graves is wanting the berm moved back off his property near the burn pile. The board will be looking into the cost of getting this done.
Becky Jones, Financials – Financials were given for December. No questions were asked.
The aldermen voted to pay the outstanding bills.
Interviews were held for the position of Deputy Clerk as follows: Danielle Madron, Ashley Hogue, and Laura Gibbons. Dow made a motion to go into executive session per Chapter 610.021, hiring, firing, disciplining or promoting a particular employee, etc. Danielle Madron was hired at $14.00 per hour as soon as pre-employment conditions are completed and will begin January 4, 2021.
The meeting was adjourned at 7:55 p.m. The next regular meeting will be January 13, 2021.
