The Atchison County Commission met Tuesday, December 29, 2020. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was on medical leave but present via conference call. Deputy Deanna Beck sat in to take the minutes.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved.
Prosecuting Attorney Brett Hurst was in to present his 2021 budget requests.
Coroner Shawn Minter and North District Commissioner Jim Quimby were sworn into office by Judge Corey Herron.
Clerk Taylor reported that the signature pages were complete for CDBG 19-LR-07 Mill Creek Dyke and Drainage District and have been submitted to Jerri Dearmont, Northwest Missouri Region Council of Governments.

Public Administrator Jayne Scott was sworn into office by Judge Corey Herron.
The commission reviewed an addendum to the lease agreement for office space for the public defender’s office. The rent is shared between Andrew, Gentry, Holt, Nodaway, Worth and Atchison counties. Based on negotiations, MSPD recommended that the counties continue to rent the current space located at 305 North Market Street, Maryville. The rent will increase to $1,125 per month effective January 1, 2021, which is the first increase in eight years. The addendum was amended to show Chris and Lori Burns as the owner. After reviewing the request from the director of the MSPD and the addendum to lease, the commissioners voted to approve the addendum with an annual cost to Atchison County of $1,276.
The commission reviewed the property and liability insurance quote for 2021 coverage and voted to approve the coverage as presented while declining the terrorism rider.
The commission received notice from Allied Engineering Services, LLC, that Advanced Port Systems, LLC, is planning a barn addition to the A% Sow Farm located in Section 6, Township 65N, Range 39W, in Atchison County. The Department of Natural Resources will accept written comments from the public concerning this proposed farm for a period of 30 days. A copy of the notice was forwarded to Assessor Lori Jones for her records.

Collector Diane Livengood met with the commission to open a Post 3rd Sale Bidding Form for parcel No. 10-07-01-02-00-000-000201, located at 1127 240th Avenue, owned by David and Darlene Mae Pyeatt Murphy. Back taxes and fees owed on the property total $507.30. A bid was received from Steven W. and Kitty Irvine in the amount of $753. Following discussion with Collector Livengood, the commissioners voted to accept the bid as presented.
