The City of Tarkio Board of Aldermen met Wednesday March 3, 2021, at 6:00 p.m. at Tarkio City Hall. The Pledge of Allegiance was conducted and roll call was done by Clerk Rebecca Jones: aldermen Scott Poppa, Blu Dow, Mike Klosek, and Andy Riley were present. Visitors in attendance were City of Tarkio employees – Street Superintendent Jamie Quimby, Animal Control Supervisor Chris Hogue, Building Inspector Jesse Payne, Chief of Police Tyson Gibbons, and Officer Tyler Dorrel; as well as Brian Coomes of Olsson Associates and Ethan Piveral from Ameren. The board approved the regular meeting minutes of February 10, as distributed.
Ethan Piveral was present to inform the city of the new company Ameren which he works for, that built the wind turbines in the Westboro and Tarkio area. The company wanted to extend their interest in helping the city with any future improvement projects they could help with.
Mayor Morehouse read by title Bill No. 261-21 Ordinance 247-21: An Ordinance Authorizing The Mayor And City Clerk To Execute A Contract For Sale Of Real Estate Of City Of Tarkio Property, Described As All Of Lots 4, 5 And 6, Block Number 15 Of The 4Th Addition To The City Of Tarkio, Missouri, According To The Recorded Plat Thereof; Subject To Existing Public Roads And Streets And Easement Of Record, If Any. Quit Claim Deeds Recorded In Book 240, Pages 418, Book 240, Page 419 And Book 221, Page 74 Of The Recorder’s Office Of Atchison County, Missouri. Riley made a motion to pass Bill No. 261-21 Ordinance 247-21. Klosek seconded the motion: ayes – Dow, Riley, and Klosek; Poppa abstained.

Brian Coomes from Olsson Associates discussed the upcoming airport projects, fuel and card reader, apron, and hangar for city.

Department Reports
Blu Dow, Tarkio city buildings – Tarkio Community Building water pipes froze up during extreme cold temperatures. Quimby suggested to leave the heat on 55 degrees to keep pipes from freezing again.
Michael Klosek, Tarkio Fire Department – Fire trucks will be getting washed this coming weekend.
Andy Riley, Tarkio parks & pool – The Park/Animal control truck repairs were completed, including new tires and upper arm control and ball joints. The Park Board voted to purchase a new mower last month from Mertz Implement from Falls City, NE. Trade-in for the mower was $7,500.00 purchase price will be $9,620.00 for the Park Board. The mower should be available for pick up at the end of this month. Riley mentioned the possibility of getting a new truck for Parks/Animal Control, in the future, and sharing the cost with the Street Department for moving snow.
Scott Poppa, Tarkio Streets – Quimby’s report was given. REPAIRS/EQUIPMENT: The gold dump truck will need to have some hydraulic repair work done in the near future. The department should be out of the old building by April 1. The city is down to four campers, the turbine people are almost done. The crew was out several times to remove snow and keep drifts from closing streets. A new supply of salt is on hand and will be stored for future use. Aqua patch to fill the potholes on the streets has been ordered. The matting project for 2021 will be ready for approval and bidding process at the April meeting. City-Wide Clean-Up has been scheduled for May 3-7, 2021. There have been some rules changes on what will be picked up.
Timothy Morehouse, Tarkio Mayor – Morehouse had nothing more to report.
Chris Hogue, Tarkio Animal Control – Hogue has not had any dogs in the pound for a few months.
Tyson Gibbons, Tarkio Police Department – Chief Gibbons reported non-warranty repair work was done to Officer Dorrel’s police vehicle. The K-9 Golf Tournament donations are coming in and preparation is going smoothly. Office Dorrel is putting together a post-certification course for K-9s. The first course will be April 8 at the Tarkio Tech and is free.
Becky Jones, City of Tarkio Financials – No financial questions were asked and there was nothing more to report.
Mayor Morehouse announced an Executive Session would be held per Chapter 610.021 Section 4 Hiring, firing, disciplining or promoting a particular employee, etc. Executive session was held.
Following executive session, Klosek made a motion to increase Officer Dorrel’s pay by $.50 per hour. Dow seconded the motion: there were two ayes and two nays. Mayor Morehouse voted yea to break the tie. The motion and second passed. Dorrel’s raise was approved.
Klosek left the meeting at 7:40 p.m.
Riley made a motion to allow the Mayor to file the application for the CRRSAA funds for $9,000.00 to be used at the Gould Peterson Municipal Airport. Dow seconded the motion. Three ayes voted to accept the motion and the second approving to file the application.
The meeting was adjourned at 7:45 p.m. The next regular meeting will be April 14, 2021, at 6:00 p.m.
