The Atchison County Commission met Tuesday, April 13, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

The commission reviewed the Legislative Analysis for Counties of the American Rescue Plan Act of 2021. The act will provide direct assistance to state and local governments. The allocations may be used to cover increased expenditures, replenish lost revenue, and mitigate economic harm from the COVID-19 pandemic.

The Atchison County Commission met Thursday, April 15, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Bills were reviewed and approved.

At 9:00 a.m. the commission opened sealed bids for a 7×16 cargo trailer to be used for Atchison County elections. Wrangler Sales in Clarinda, Iowa, submitted the only bid. The bid was $6,295.00. Requested add-ons totaled $400.00 for a final bid total of $6,695.00. Clerk Taylor requested that the purchase be approved out of the county CARES funding, since the only reason a larger trailer was needed is to store the additional equipment and supplies related to requirements of COVID-19. The commissioners voted to accept the bid as presented and approve payment from remaining CARES funds.

E/911 Director Rhonda Wiley was in to report that regulations on spending from the CEPF Fund has changed so that in the future the HAZMAT agreement with Buchanan County will be allocated from this fund.

She also addressed the commission about county employees who work the radiological emergency preparation exercises and graded drills, and that they not be required to take a vacation day from the county to receive additional payment for the training, which is funded by Cooper Nuclear Station. She explained that on a year when she needs those individuals for four plus days it really takes away from their personal vacation time. After further discussion, the commissioners agreed that this was requiring additional training outside of their departments and that they should not be required to use their personal vacation time to do so. The commissioners voted to change the personnel policy retroactive to January 1, 2021, stating that any county employee that is requested to work a radiological emergency preparation exercises or graded drill will not be required to take a vacation day and will be paid by the county and receive their training allocation.

The commissioner went out to inspect county roads.

Presiding Commissioner Curtis Livengood and Susette Taylor, Clerk of the Commission, were attending the Missouri Association of Counties Legislative Conference.

South District Commissioner Burke called the meeting to order.

Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending to duties with the Missouri Association of Counties.

The Atchison County Commission met Tuesday, April 27, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby,and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved.

Clerk Taylor presented a request from the Atchison County Library Board to appoint Carol Clark to serve on the Board of Directors to fill the unexpired term of Karen Rogers, Fairfax. The commissioners voted to appoint Carol Clark to fill the Fairfax vacancy.

Clerk Taylor presented the fully executed construction agreement for the Outlaw Wind Project. It will be on file in the clerk’s office in the agreement book.

Additions and abatements to the March 2021 tax books were approved as follows:

Personal property additions to the tax books: 2018, $21.24; 2019, $1,302.58; and 2020, $15,788.31.

Abatements from the personal tax books: 2020, $1,314.74.

There were no additions to or abatements from the tax books.

Clerk Taylor presented the 2021 Form 40 Statement of Utility Property for review. It will be uploaded and forwarded to the State Tax Commission.

The commission approved certificates of training from Collector Diane Livengood and Public Administrator Jayne Scott.

The commission reviewed and signed the Request for Funding CDBG forms for the Benton, Lewis and Mill Creek Drainage Districts and they were forwarded to the Northwest Missouri Regional Council of Governments.

The commissioners went out to inspect drainage ditch concerns along Highway 111.

The E-911/Emergency Management Director was in to discuss department matters and presented an estimate from Midwest Data Center for a new security system at the 911 office. The commission inquired about the ability to use CARES funding for the system, since it was needed to limit the access to the building. Clerk Taylor will check will legal counsel to see if it is an allowable expense.
