The City of Tarkio Board of Aldermen met Wednesday, April 14, 2021, at 6:00 p.m. Roll call was done by Danielle Madron, Deputy Clerk. Aldermen Scott Poppa, Blu Dow, and Mike Klosek were all present; alderman Andy Riley was absent. Visitors present were: Tarkio Street Superintendent Jamie Quimby, Tarkio Animal Control Chris Hogue, and Tarkio Building Inspector Jesse Payne. Tarkio Park Board President Ashlee Driskell entered the meeting at 6:20 p.m. Fire Chief Shane Bredensteiner was present at 7:35 p.m.

Mayor Tim Morehouse opened the public hearing in reference to the Tarkio Zoning Board’s recommendation to the Board of Aldermen to allow the Tarkio Special Road District a variance to place a 60×80 maintenance building at 107, 109, and 111 Walnut Street (land directly south of the Tarkio Fire Station), placing the building closer to the lot line than allowed by the building codes of the City of Tarkio. There were no public comments at the public hearing. The public hearing closed.

The aldermen approved the regular meeting minutes of March 3, 2021, as distributed.

Mayor Morehouse asked for approval of the appointments for: David A. Baird, Judge; Robert Sundell, Prosecuting Attorney/City Attorney; Rebecca Jones, City Clerk/Treasurer (until the May 12, 2021, meeting); Tyson Gibbons, Police Chief; Scott Day and Jesse Payne, Building Inspectors; and Aron Burke, Health Inspector. The appointments were approved.

Mayor Morehouse asked for approval of Resolution 63.21 adding Danielle Madron to be authorized to sign all documents pertaining to the City of Tarkio’s banking needs. Resolution 63.21 was approved.

Mayor Morehouse asked for approval of Resolution 64.21 Tarkio Housing board member reappointments: Marvin Southard, Sarah Lester, Nathan Riley, Mary McAdams, and Sharon McCall, all reappointed for four-year terms. Resolution 64.21 was approved.

Mayor Morehouse asked to discuss Scott Day working on buildings for the city since he is already on the payroll as the Building Inspector and to set an hourly rate, if Scott is interested. The aldermen voted to pay Scott Day an hourly rate of $13.50.

Mayor Morehouse informed the board that the city needs someone to be on the Regional Council Solid Waste Board. No one was approved.

Mayor Morehouse asked for approval to upgrade the liquor license for the Tarkio Golf Club Inc.: intoxicating liquor (all kinds) – by drink $450.00; Sunday sales intoxicating liquor at retail – $300.00. The aldermen approved the upgrade to the Tarkio Golf Club Inc. liquor license.

Mayor Morehouse asked to discuss the fees for Tarkio residents using the Community Building for funerals and celebration of life events. He proposed that Tarkio residents pay a deposit, but no rental fee. The proposal to approve a deposit, but no rental fees for the Community Building for funerals and celebration of life events passed.

Department Reports

Blu Dow, City Buildings – The back, west door at the Community Building needs a new seal. Dow will check with Scott Day about getting it fixed.

Mike Klosek, Fire Department – The turnout equipment used by the Tarkio volunteer firefighters is out-of-date and needs to be replaced. The cost will be $64,800 for new uniforms for the 24 members. The Rural Fire District is willing to pay for half of the costs, leaving the remainder of $32,400 for the city to pay. This expenditure was not approved in the budget for 2021-2022 and will have to see if the expenditure can be budgeted.

Andy Riley was present at 6:30 p.m.

Deputy Clerk Danielle Madron swore in aldermen Scott Poppa and Andrew Riley. In accordance with election procedure provided in the State Statute 115.124, no election was required at the April 6, 2021, Municipal Election, and the above filed will assume the position as if they were elected.

Mayor Morehouse asked to approve an Acting President of the Board of Aldermen. Andy Riley is presently the president. Dow made a motion to reappoint Andy Riley as Acting President of the Board of Alderman. Klosek seconded and three voted aye, one abstained. Andy Riley was reappointed as the Acting President of the Board of Alderman.

Mayor Morehouse asked for approval of department heads for 2021-2022. The 2020-2021 department heads were as follow: Andy Riley, Park Department; Mike Klosek, Fire Department; Scott Poppa, Street Department; and Blu Dow, City Buildings. Riley made a motion to approve the department heads and the motion passed.

Mayor Morehouse asked for approval of the Tarkio Zoning Board’s recommendation to allow the Tarkio Special Road District a variance to place a 60×80 maintenance building at 107, 109, and 111 Walnut Street (land directly south of the fire station), placing the building closer to the lot line than allowed by the building codes of the City of Tarkio, Missouri. The aldermen voted to accept the Tarkio Zoning Board’s recommendation.

Poppa made a motion to not allow the city’s share of the hangar building for city equipment to go over $8,801. Dow seconded and all approved. The motion passed.

Mayor Morehouse read by title, Bill No. 268.21 Ordinance 254.21: An Ordinance Authorizing The Execution Of Olsson Associates Consultant Agreement, Project No. 20-001A-4 City Hangar, For Consultant Services For A City Hangar At The Gould Peterson Municipal Airport By And Between The City Of Tarkio, Missouri, A Municipal Corporation, To Provide Airport Improvement For The City Of Tarkio, And Authorizing The Mayor And City Clerk Of The City Of Tarkio, Missouri, To Execute The Same By And On Behalf Of Said City. Klosek made the motion to approve Bill No. 268.21 Ordinance 254.21. Poppa seconded the motion and it passed.

Mayor Morehouse gave a second reading of Bill No. 268.21 Ordinance 254.21. Ordinance 254.21 was adopted.

Andy Riley Parks & Pool – Park Board President Ashlee Driskell will be interviewing people for the pool manager’s position on May 5. The applications are due May 1. The Park Board will be putting out bids of excavation and concrete work for new bleachers at the ball field. The Park Board will be hosting a softball tournament in July and will be having Friendship Day this year. Chris Hogue reported that the part for the mushroom at the pool was the wrong size. The company will be getting the part shipped and put in as soon as they receive it.

Scott Poppa, Streets – Quimby’s report: Repairs/Equipment – There have been no major repairs. The phone service is the only thing still connected to the old building. The overhead doors have been sold and removed, one of the furnaces has to be removed then it is ready for demo. Brush Pile – This area is getting quite busy with the nice weather, but so far there have been no issues. RV Park – There have been no issues here that he has been made aware of, there are a few new residents. Jamie requested to have street matting done and to have the bid opening go out. The annual city-wide clean-up event has been scheduled for May 3 to 7. Cold patch will be ordered soon. Work continues cleaning curbs and ditches. Jamie has put together an estimate using the numbers given for asphalt this year to see what it would cost to pave on the west side of City Hall for parking. There would have to be work done for drainage.

Timothy Morehouse, Mayor – Mayor Morehouse discussed with the street department getting street signs fixed and replaced around town. Morehouse talked to Klosek about tearing down the old maintenance building. Klosek agreed to tear it down for $4,800.00. The City Clerk will draw up a contract.

Everyone took a break at 7:25 p.m. and the meeting resumed at 7:35 p.m.

Shane Bredensteiner joined the meeting to discuss the turnout uniforms for the firefighters. The clerks looked over the budget and found about $20,000 earmarked for other projects and funds could be moved to purchase the uniforms. Riley made a motion for the city to pay the $32,400.00 for half of the new uniforms. Poppa seconded and four ayes voted to accept the motion and second. The motion passed.

Chris Hogue, Animal Control – Has no dogs at the moment. The few he has had have been adopted out or recovered by their owners.

Tyson Gibbons, Police Department – Tyson was not present.

Becky Jones, City Clerk – Jones asked the board about the pay for the Treasurer’s commission, the Deputy Clerk pay, for herself. Dow made a motion to pay the Treasurer’s commission of $1,000.00 per year, paid out semi-annually. Riley seconded and four ayes approved. Dow made a motion to keep the clerk pay the same as her current wages when she becomes the Deputy. Poppa seconded. Two voted aye and two voted nay. Mayor Morehouse broke the tie, voting aye. The motions passed.

The meeting was adjourned at 8:30 p.m. The next regular meeting will be May 12, 2021, at 6:00 p.m.
