The City of Fairfax Board of Aldermen held a regular meeting August 17, 2021. The meeting was called to order by Mayor Ryan Kingery at 6:35 p.m. Also in attendance were: Debra Wyatt, Tabitha Wintz, Michael Oswald, and Kristi Duering, Aldermen; Lori Helfers, City Clerk; Danny Kemerling, Treasurer; and John Brown, Water Superintendent.

The tentative agenda was approved.

Cole Wilczek dropped off plans for a dog kennel business before the meeting, but was unable to attend the meeting. He was available by phone for further questions from the council. After the council discussed and reviewed the city’s ordinances the council voted to approve a building and business permit.

The minutes of the regular meeting July 21, 2021, were approved.

Accounts payable was also approved.

Old Business:

Funding for the CDBG street grant has still not been announced.

New Business:

The Property Tax public hearing was held. Bill #2021-17 titled: An ordinance providing for the rate of taxation for general and special  purposes within the city of Fairfax, Missouri, for the calendar year 2021 was presented to the council and read by title by Ryan Kingery. It was approved and Bill #2021-17 was assigned ordinance #2021-01-1560

The MoDOT multimodal list was given to the council. The list has been sent to  Northwest Missouri Regional Council of Government.

Staff Reports:

Danny Kemerling presented his treasurer report showing that all accounts are in balance.

Lori Helfers reported she has been in contact with Amy Dowis, Northwest Missouri Regional Council of Governments, concerning the funding from the American Rescue Plan (ARP). All necessary paperwork is being filed. The council was given a Project Prioritization and a Spending informational flyer about ARP. Lori will ask Amy to attend the next council meeting in September.

Lori gave a report on the status of nuisance letters.

John Brown informed the council that he had been contacted again by a Fairfax resident wanting to put tubing along his property line to help with water drainage. Upon further review of the drainage issue, it was the opinion of the council and Taryn Henry, City Attorney, that this is strictly a civil issue between the neighbors and that the city has no liability in the matter. In support of that, the city will not give outright approval to the property owner.
