The Atchison County Commission met Tuesday, August 10, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission was presiding over the annual summer board meeting of the Missouri Association of Counties.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved.
At 9:00 a.m. the commission met with Road and Bridge Supervisor Adam Meyer and the following individuals from Invenergy and Ameren: Brian Hoesman, Invenergy Assistant PM; Steve Summers, Invenergy Site Manager; Tim Schulz, Ameren Project Manager; Matt Klabenes road maker; Reona Yamaguchi, Invenergy, Site Engineer; David Meiners, Ameren, Manager of Operations; and Ethen Piveral, Ameren, Site Manager. Road concerns related to the Outlaw project were discussed in detail. Many concerns were addressed about 150th Street. The road agreement was reviewed, and clarification was given on the county’s expectations. Everyone decided the best approach was to have a written plan for each road with detailed information.
Road and Bridge Supervisor Meyer, Steve Summers, Invenergy Site Manager, and Matt Klbenes, road maker, will survey each road and work with the site engineer to detail a written plan for each road that will be presented to the commission on August 26 for them to review and sign.

The commissioners went out and inspected the roads designated within the Outlaw project.

The Atchison County Commission met Tuesday, August 17, 2021. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved.
At 9:00 a.m. Presiding Commissioner Livengood opened the public hearing to set the 2021 levy rates for Atchison County General Revenue, Atchison County Road and Bridge, Special Road and Bridge, SB-40, Senior Citizens Services and the Atchison County Landfill.
There were no citizens present for the hearing.
Atchison County Clerk Susette Taylor presented the rates for approval. The commissioners approved the following 2021 levy rates:
• Atchison County General Revenue Fund, .4928.
• Atchison County Road & Bridge Fund, .4928
• Atchison County Solid Waste Landfill, .0000. (Due to prior voluntary rollbacks, that rate must be held at .0000 for 2021 as no additional funds are needed at this time for landfill operation.)
• Atchison County Senate Bill 40, .0986
• Atchison County Senior Services, .0492
• Atchison County Special Road and Bridge, .3500.
The public hearing was then closed.
Gary and Sid Cooper were present to ask the commission if an old painting that was currently in the Atchison County Museum could be moved to the courthouse, repaired, and displayed. It is an oil painting that is believed to be of the early founding fathers of Atchison County. The building that served as the museum has been sold and this is a picture that should be preserved. The commission agreed to take the portrait and look into having it repaired. She also presented a drawing of the Atchison family crest, which will also be displayed in the courthouse.
Rhonda Wiley, E-911/Emergency Management Director, reported that she had sent a letter, a copy of the Atchison County Flood Plain Permit, and a flood plain permit to Larry and Patti Hecker on July 28 requesting them to sign for compliance with the Atchison County ordinance. The commission requested that she allow 30 days for a response before taking any further action.
