The City of Fairfax Board of Aldermen held a regular meeting February 23, 2022. The meeting was called to order by Michael Oswald, alderman, at 6:32 p.m. Also present were: Debra Wyatt, Tabitha Wintz, and Kristi Duering, aldermen; John Brown, Water Superintendent; Danny Kemerling, Treasurer; Lori Helfers, City Clerk; Shellene Murphy, resident; and Monica Bailey, ACDC. Taryn Henry joined the meeting at 6:50 p.m. Ryan Kingery, mayor, was absent.

The tentative agenda was approved.

Visitors/Presentations/

Public Forum

Shellene Murphy was present to discuss her water leak and a payment plan with the council. After some discussion the council and Mrs. Murphy agreed on a payment plan. Shellene left the meeting at 6:50 p.m.

Monica Bailey, ACDC, gave a presentation on what a Tax Increment Financing (TIF) district does and how it helps a community. Monica also reminded the council of what ACDC does and how it impacts the county. Their purpose is to help small businesses stay in the communities and grow along with trying to get our youth to come back to Atchison County. Monica left meeting at 7:10 p.m.

Taryn Henry, city attorney, was present to visit with the council and answer any questions or concerns that the council had.

The aldermen voted to go into executive session at 7:15 p.m.

The board resumed regular session at 7:40 p.m. Taryn left the meeting at 7:45 p.m.

The minutes of the regular meeting January 19, 2022, were approved.

Accounts payable was also approved.

Old Business

Deb Wyatt and Krisit Duering met with representatives from the Fairfax Improvement Foundation about new Christmas lights for the light poles downtown. John Brown was asked to get some measurements and call the manufacturer.

New Business

Midwest Data Center sent a proposal for new phone service with an after-hours answering service. After reviewing the proposal, the aldermen voted to update the phone system.

Reports were given by Danny Kemerling, Treasurer; Lori Helfers, City Clerk; and John Brown, Water Superintendent.

The meeting adjourned at 8:55 p.m. The next meeting will be March 16, 2022.
