The City of Fairfax Board of Aldermen held a regular meeting September 21, 2022. The meeting was called to order by Mayor Ryan Kingery at 6:32 p.m. Also in attendance were: Kristi Duering, Debra Wyatt, and Shannon Long, Aldermen; Danny Kemerling, Treasurer; Lori Helfers, City Clerk; John Brown, Water Superintendent; Ky and Alicia White and Nathan and Crissy Drummond, Fairfax property owners.

The tentative agenda was approved.

Ky and Alicia White were present to have some of the city’s ordinances clarified. The council went over all the ordinances of concern with Mr. and Mrs. White. After a brief discussion on ordinance 500.060: 2, (Permissible wooden and metal structures…) it was determined that this ordinance needed to be amended to read “Fences not to exceed ten (10) feet in height and be three (3) feet from property line.” All fences that are already up and that do not meet this code will be grandfathered in. The aldermen voted unanimously to accept the new fence regulations and have a new ordinance written.

The next ordinance in question was 210.660: (Peace Disturbance). The concern is there is no set time. The council felt this needed to be discussed further and it  was tabled. Lori will contact surrounding towns and get their noise ordinances and bring back to the October meeting. The Whites left the meeting at 7:05 p.m.

Nathan and Crissy Drummond were present to listen to the clarification of the ordinances and answer a few questions that the council had for them. They left the meeting at 7:55 p.m.

The aldermen approved the regular minutes of the August 24, 2022, meeting, and accounts payable.

Old Business

Lori presented emails that Tabitha Wintz had received from Jerri Dearmont, Northwest Missouri Regional Council of Governments, about the council’s meetings. Ryan is having some conflict getting to meetings. Meetings are held on the fourth Thursday of March, June, September, and December. Lori volunteered to go in September and will ask Tabitha to go with her. Debra and Kristi volunteered for December.

New Business

Tyson Gibbons has asked the council to go on a tour of the Tarkio Tech building. Ryan will call Tyson and set up a meeting time.

Amy Barnhill asked if the council could appoint someone who is readily available to sign off on invoices and construction changes for the CDBG grant when street work begins. The aldermen voted to appoint Tabitha Wintz.

Mayor Kingery has been approached by a group of individuals asking to see if some updates could be done at the city’s ballfield. The idea behind the updates is to bring the field into spec for older teams to be able to play. These updates would be at no expense to the city. Money would be raised through grants and donations. The aldermen voted to allow this group to go ahead and get plans, estimates, and a time frame for all upgrades and bring to the council. This would give the council a better idea of the project and a vote could be taken at that time by the council.

Staff Reports

Reports were given by Danny Kemerling, Treasurer, and Lori Helfers, City Clerk .

John Brown, Water Superintendent, and Shannon Long gave the council an estimates on getting a building, aerators, and running power out to the lagoons. The aldermen voted to set aside $50,000 of the ARPA money for this project.

The meeting adjourned at 8:40 p.m. The next meeting will be October 19, 2022.
