The Atchison County Commission met on Thursday, July 27, 2023. Present were Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Clerk of the Commission Susette Taylor.

Presiding Commissioner Curtis Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed and approved for payment.

At 9 a.m., the commissioners and maintenance supervisor Greg Beck met Eric Bressler to inspect the HVAC system that has been installed at the Atchison County Sheriff’s Office.

Atchison County Collector Diane Livengood was present to open a sealed bid on property owned by Jennifer L. Hill, Parcel Number 5203-20-000150, that has been delinquent since 2015. Collector Livengood received a sealed bid on the property for $190.00 from Danny Kemerling. She explained that Danny is planning to clean up the property and donate it to the school to be used for parking. South District Commissioner Richard Burke made a motion to accept the bid and approve the request for tax change. The motion was seconded by North District Commissioner Jim Quimby and approved by all.

Clerk Taylor presented the 2024 DSSF Grant Application for $8,896.44. The funding is used to supplement officer salaries in Atchison County. Presiding Commissioner Livengood made a motion to sign the application for 2024-DSSSF-02. The motion was seconded by the South District Commissioner Richard Burke and approved by all.

Insurance Broker Randy Arnold was in to discuss 2024 health insurance. The county continues to explore all options to provide the best coverage at the best prices for their employees.

Clerk Taylor presented an invoice from the Rock Port Senior Center for repairs to their walk-in cooler. She explained that Director Carmen Ellison had reached out to see if the county would be able to use ARPA funds to help with the repair costs. Clerk Taylor reported that they had not used all the original approved funding. The commission approved the expense to be taken from their original allocation, if later a purchase causes it to go over the allocated funds, they will need to have additional discussion and approval. There being no further business, the commission adjourned.
